Job InformationJob Requisition ID: 29533Ministry: EnergyLocation: EdmontonFull or Part-Time: Full TimeHours of Work: 36.25 hours per weekRegular/Temporary: RegularScope: Open CompetitionClosing Date: July 11, 2022Classification: Technologies 5About UsProfessional & Program Services (PPS) is a team of engineers, geologists, technologists, and program specialists, who provide expertise and support on issues and programs related to mineral resources, resource access, and environmental policy to Alberta Energy; as well as other departments, other levels of governments, and external stakeholders.Resource Mapping and Analysis (RMA) provides critical support to Tenure and Royalty Operations, Policy Development, and the management and administration of Crown-owned mineral rights by ensuring that Crown mineral ownership and mineral restriction databases used to assess mineral rights availability are strategically and integrally managed. RMA provides research, advanced geospatial analysis, data, and mapping products along with mineral rights expertise to support the decisions of the Department, other Government of Alberta ministries, and external clients.The Mineral Ownership work unit supports this process through the research, capture, and maintenance of Geographic Information System (GIS) Data layer depicting mineral ownership boundaries, processing mineral ownership transfers, accretion applications, and providing expertise in resolving situations where mineral ownership is unclear, facilitating the Department’s decision-making capacity and ultimately allows for accurate collection of revenues.RoleReporting directly to the Manager, the technologist is responsible for a variety of technical duties that form the foundation for the administration of the Crown minerals for the Department of Energy. The key function of this position is the maintenance of the mineral ownership GIS data layer (aka Crown Mineral Ownership Layer or CMO layer) which defines what minerals may be available for purchase, and is an integral part of the departmental digital business data systems.The technologist is also responsible for applying information management best practices to the management of digital document archives (fiats for patent, township plans, portion maps, township records, etc). With the implementation of the Data and Information Governance framework, the technologist will assume the responsibilities associated with his/her designation as the Operational Data Steward of mineral ownership data. They include the identification of data needs, data standards, and access levels. The mineral ownership data layer feeds information live into multiple internal, interdepartmental, and externally accessible systems.Position responsibilities require the technologist to make independent decisions and perform complex technical work in support of the creation, conversion, and maintenance of departmental geospatial data. The technologist is also responsible for providing accurate mineral ownership information and analyses, for a variety of internal and external clients.QualificationsThis position’s minimum recruitment standard is a two year technical diploma in a related field plus four years related experience; or equivalent experience as described below:Equivalency:

  • Directly related education or experience considered on the basis of: 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.
Assets:
  • The technologist will have practical experience in GIS technology, database design and management and spatial analysis techniques. The technologist must have a solid understanding of spatial data formats and structures.
  • It is essential that the technologist have a good working knowledge of current ESRI GIS products (e.g. ArcMap, ArcToolBox, ArcCatalog, ArcGIS Pro, ArcGIS Online).
  • A strong knowledge of the third system of surveys, an in-depth understanding of land conveyance principles, and a sound understanding of the legislation that affects mineral ownership is essential. The technologist will have understanding of land tenure and have an extensive knowledge of mineral ownership in Alberta.
  • The technologist will have to be able to conduct a detailed research of a wide variety of information resources and documents in different formats (e.g. archived reference documents such as the Land Titles Spatial Information / SPIN2 by Service Alberta or the Canada Lands Surveys System Registry / CLSS) and the ability to comprehend legal wording on documents conveying mineral ownership is necessary.
