Job Description

Supervisor, Lands and LeasingSustainability DepartmentABOUT THE ROLEThe Fort McKay First Nation is seeking a motivated individual who is flexible and works well in a team environment to fill the Supervisor, Lands and Leasing position. The Supervisor, Lands and Leasing, is responsible for the first-level direct oversight of all land and leasing activities of FMFN. This includes supervising a team of lands and leasing employees and/or contractors; and leading and coordinating work activities related to the Fort McKay First Nation Land Code development and implementation. This is a full-time permanent position and is based on seventy-five (75) hours bi-weekly, located in Fort McKay, AB. The position will occasionally need to work outside of regular working hours.KEY RESPONSIBILITIESPrimary responsibilities include, but are not limited to:

  • Supervise staff working in the Lands and Leasing unit, including completion of performance agreements, learning plans, semi-annual performance reviews, workload/task management, and coaching of staff.
  • Contribute to the annual budgeting process for the Lands and Leasing unit and track expenditures throughout the year to ensure the budget is followed.
  • Ensure the annual property tax program is implemented, including engaging with contractors, tenants, and interest holders and liaising with the Executive team to ensure the appropriate Bylaws are approved and enacted for the tax year.
  • Participate in the ATR process as needed, including working with contractors and other professionals to ensure FMFN’s responsibilities and interests are met; provide regular reports on ATR progress to the Executive team.
  • Approve/recommend Development Permits, short-term licenses of occupation, access permits, and other permits, leases, or licenses in accordance with FMFN policies and delegated authorities.
  • Prepare requests for proposals for outside services such as land surveyors, environmental consultants, engineering/planning, appraisers, etc., as needed; review and recommend quotes/proposals for final approval.
  • Oversee the management of FMFN’s commercial properties and related assets and ensure adherence to applicable laws, regulations, policies, and procedures relating to interests and licenses in FMFN land. This includes working with legal counsel to ensure FMFN’s leasing agreement templates are up to date.
  • Oversee the implementation of the Fort McKay First Nation Land Code, including ensuring the processes and requirements relating to law-making, community consultation, and other matters are understood and followed by FMFN administration.
  • Prepare grant applications for projects relating to the management of FMFN’s reserve land and reserve additions, and ensure reports are prepared and submitted to the funding agency as required by project funding terms and conditions.
  • Provide weekly/monthly updates on the Lands and Leasing unit’s projects, initiatives and ongoing work.
  • Prepare briefing notes, Chief and Council requests for decision, presentations and other materials relating to the Land unit’s projects and initiatives; provide briefings on priority initiatives to the Executive Team that require Chief and Council approval.
  • Attend meetings as required and assigned, within and outside the community.
  • Contribute to AGM/QGM reports and presentation materials.
  • Ensure task tracking platform is regularly updated by the Lands and Leasing unit (Monday or successor)
  • Ensure documentation, correspondence, reports, etc., are appropriately saved and filed in the FMFN network drive or equivalent, following information management policies and procedures.
  • Attend appropriate workshops, seminars, and training sessions as outlined in the position learning plan to remain current and up to date on topics of concern to the First Nation relating to land management.
  • Perform other duties as required and as assigned.
KEY REQUIREMENTS
  • Bachelor #39;s degree in a related field such as land and resource management, land use planning, business administration, law or paralegal studies, property/asset management, and/or real estate services.
  • An acceptable combination of diplomas/certificates in a related field will be considered.
  • Completion of the First Nation Tax Administrators Program is an asset.
  • Minimum of five to seven (5-7) years of relevant and progressive experience in land management or land use planning/ development.
  • Experience to include at least three (3) years of experience specific to First Nation or Indigenous reserves
  • Previous experience supervising/leading a team is required.
  • Knowledge of the legislative and regulatory regimes applicable to First Nation reserves.
  • Strong computer skills (MS Office Suite) and the ability to learn new software applications and platforms are essential to this position.
  • Clean Criminal Record Check is required.
  • Valid class five (5) Driver’s Licenseamp; Clean Driver’s Abstract required.
  • Experience working in a First Nations community including knowledge of First Nations culture, traditions and values is required
