The region provides a wide range of services, including receiving and processing rental applications; administering rental accounts and lease compliance provisions; providing various client services and tenant relations; and monitoring, facilitating and administering property maintenance. Regional staff members are involved in the delivery of the Provincial Home Repair, Home Modification, Home Energy Savings, Partner Managed Housing, and Rent Supplement Programs.Duties: The incumbent is accountable for the administration of rental housing accounts; works with tenants to inform them on lease provisions/budgets; responds to client enquiries, and provides support for clients, including those with complex needs. The Housing Officer evaluates applications, verifies client information, requests additional required information, and makes recommendations to management on eligibility/priority. This includes identifying and recommending on appropriate action regarding variances. The incumbent provides information and refers clients to programs and services offered by NL Housing and other government departments/agencies, as well as those offered by community agencies. The Housing Officer assesses, recommends and takes action on lease compliance issues, including property upkeep and neighbour relations issues. The incumbent will mediate disputes between clients with the goal of resolving neighbour relations issues. Coordination with other Corporation staff to address maintenance issues and other tenant matters is required. The incumbent is responsible for calculating rent for new clients (subject to supervisor approval), completing lease renewals, co-ordinating move in/outs of tenants, calculating rent adjustments for existing tenants, maintaining computerized client files, and completing annual inspections. The Housing Officer ensures that client accounts are up-to-date and collects any rental arrears. Partner Managed Housing requires the housing officer to liaise with volunteer boards, coordinate inspections of the properties as required, administer requests for maintenance funding, and support for any related issues. Work also includes representing NL Housing at Residential Tenancy Board Hearings and on various internal/external committees, reviewing and providing input on corporate policy, and preparing briefing notes.
