Ensure timely submissions of Ontario Health – Cancer Care Ontario (OH-CCO) data, including Cellular Therapy Program (CTP) data and Foundation for the Accreditation of Cellular Therapy (FACT) data. Responsible for program planning and daily oversight of the Oncology Informatics Department supporting the Regional Cancer Program priorities. The ideal candidate must have successfully completed a minimum of five (5) years’ experience working as a regulated health professional in a hospital environment, preferably in an Oncology setting. We are looking for someone with a minimum of three (3) years’ experience in informatics or similar position/activity and a minimum of three (3) years’ experience working in a leadership/supervisory role.   • Develop processes/tools that manage compliance to funding models (OH-CCO-Databook, Activity Level Reporting, and Quality Based Procedure (QBP)) and establish changes to maximize funding allocation for the NECC as required.
  • Ensure all monthly data reconciliation/corrections are submitted to OH-CCO and Finance.
  • Monitor and analyze key performance indicators, identifying areas of strength and opportunity.
  • Monitor superior performing organizations to determine operational drivers, establishing an inventory of contacts and peers for all clinical areas within the North East Cancer Centre Program.
  • Work with stakeholders to improve performance; identify and support strategies to achieve key performance targets.
  • Assist in the development, implementation, communication and administration of the CTP data management program.
  • Supervise and verify entry of transplant data in the CTP databases as required.
  • Ensure data collected is consistent with specifications and criteria outlined by the requesting registry (e.g. Center for International Blood and Marrow Transplant Research (CIBMTR)).
  • Act as the resource in all matters regarding arrangement, gathering and presenting program data.
  • Generate monthly, quarterly and annual reports on general program statistics and key performance indicators as required.
  • Participate in hospital and cancer centre based Electronic Medical Records (EMR) projects to ensure alignment with safe operations and data/funding submission.
  • Direct the collection of end-user and other stakeholder (e.g. Regional Cancer Program, NECC Administration, Decision Support and regulatory bodies) needs for informatics solutions, including clinical processes, data mining and reporting; manage the conversion of these needs into system requirements for the regional IOCIS.
  • Assume fiscal accountability of the departmental operation according to approved budget.
  • Manage human resources by overseeing the recruitment, selection, hiring, orientation and training of qualified candidates.
  • Guide, motivate, monitor and supervise staff, develop standards of performance, evaluate performance and make recommendations on disciplinary action as required.
  • Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
  • Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
  • Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
  • Ensure a safe environment for patients, staff and visitors; investigate report, debrief and take or direct corrective action as required on incidents.
  • Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
  • Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
  • Provide hospital wide, on-call coverage for problems and serious issues after hours and on weekends according to scheduled rotation.
  • Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
  • Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
  • Represent the department or program on various committees and in meetings as required.
  • Perform other duties as required.
QUALIFICATIONSEDUCATION AND TRAINING:
  • Minimum of a four (4) year Bachelor’s degree from an accredited university or equivalent training in a relevant professional healthcare discipline (e.g. Nursing, Medical Radiation Technology, Pharmacy).
  • Current registration in good standing with applicable regulatory college is required.
  • Experience/education/certification in healthcare informatics or healthcare information systems is required.
  • Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
EXPERIENCE:
  • Minimum of five (5) years’ experience working as a regulated health professional in a hospital environment, preferably in an Oncology setting.
  • Minimum of three (3) years’ experience in informatics or similar position/activity.
  • Minimum of three (3) years’ experience working in a leadership/supervisory role.

KNOWLEDGE/SKILLS/ABILITIES:
  • Demonstrated knowledge of ambulatory clinical operations, clinical software applications (e.g. IMPAC, Mosaiq, Meditech), interfaces and hardware architecture including installation, administration, monitoring, upgrading, and problem resolution of central application software systems.
  • Demonstrated knowledge of healthcare policy and planning.
  • Demonstrated excellent project management, planning, leadership, and analytical skills.
  • Demonstrated knowledge of medical terminology with a focus on malignant hematology and stem cell transplant.
  • Demonstrated knowledge of federal and provincial legislation pertaining to patient information, privacy and confidentiality.
  • Demonstrated strong leadership skills, superior interpersonal, communication, facilitation and negotiation skills, both written and verbal.
  • Demonstrated time management, prioritization, organization, problem-solving and decision-making skills.
