Employment Opportunity NoticeEX21-694The City of Greater Sudburyrequires aManager of Maintenance ServicesReporting Location: 10 Elm StreetPermanent positionStart Date to Follow Selection ProcessThe Maintenance Section, Housing Operations Division, Community Development Department of the City of Greater Sudbury, requires a Manager of Maintenance Services. The successful candidate must possess the qualifications and perform the duties, as set out below. The current range of pay for this position is $3,250.80 to $3,826.90 bi-weekly (subject to review).Main Function: Manage the overall operation and delivery of day-to-day maintenance services for all rent-geared-to-income units, including ongoing maintenance, preventative maintenance, inventory control, resolution of tenant issues, contract administration, Ontario Health and Safety Act compliance and risk management.Duties: Under the general supervision of the Director of Housing Operations.

  • Review existing processes and systems and remove any barriers to ensure effective maintenance program delivery that meets corporate goals.
  • Develop and implement policies and procedures, monitor results, ensure compliance and recommend changes when required.
  • Responsible for all development and presentation of the annual maintenance department budget.
  • Assist in the selection of contractors through the tendering process.
  • Ensure vendor compliance with maintenance contracts and take corrective action when necessary.
  • Ensure the fair alternate use of contractors who are on the rotating contractor list.
  • Ensure the efficient administration of the maintenance program by developing, reviewing and implementing new practices and policies.
  • Monitor the maintenance budget throughout the year, and analyze any major variances and recommend a course of action.
  • Develop and maintain liaison with tenants, official groups, agencies and government departments and advance the interests of the GSHO through representation at meetings, promotions and other events.
  • Develop, maintain and revise the maintenance program delivery work plan on an ongoing basis.
  • Screen, interview, orient, train and discipline staff.
  • Conduct performance appraisals, attend grievance hearings, assist in the collective bargaining process, interpret the collective agreement, and participate in the Joint Labour/Management Committee.
  • Establish and sustain a relationship with the Union that is based on mutual respect and professionalism.
  • Ensure compliance with processes and policies to ensure consistent application of rules and regulations including requirements of the current Collective Bargaining Agreement.
  • Assume all managerial responsibilities as defined in the Occupational Health and Safety Act and act as GSHO Health and Safety Co-ordinator.
  • Participate in the management on call rotation after office hours.
  • Respond to major emergencies after office hours.
  • Provide management coverage during staff shortages as the result of strikes, lockouts, union unrest, etc.
  • Develop and maintain a thorough working knowledge of CGS’s Safety Manual and the applicable Provincial Legislation listed therein.
  • Perform other related duties as required.
Qualifications: Education and Training: University degree in a related discipline (e.g. Building Systems Engineering, Civil Engineering) from a recognized University with Canadian accreditation.Additional educational initiatives to expand competenciesExperience: Minimum of five (5) years of related experience including experience in residential property management.OREducation and Training: College diploma in a related discipline (e.g. Building Systems Technology, Civil Engineering/Building Technology) from a recognized College with Canadian accreditation.Experience: Minimum of seven (7) years of related experience including experience in residential property management.Knowledge of:
