Job Description

Halifax Regional Municipality is inviting applications for the permanent, full time position of Business Analyst in Corporate Fleet. HRM encourages applicants to self-identify.Under the direction of the Director, the Business Analyst will provide expert advice and support in the operation, maintenance and recapitalization of Corporate Fleet, and is responsible for implementing initiatives on quality assurance, service improvements and upgrades to process with support from the Quality Analysts in their area of expertise. Utilizing principles of lean six sigma, the Business Analyst will develop strategies to reduce defects, identify and eliminate waste, and enhance service to clients. The Business Analyst will work closely with external suppliers and vendors, and internal service providers to ensure implementation of effective strategies are adopted, completing audits to capture resulting benefits.The Business Analyst will develop key performance indicators to measure the performance of Corporate Fleet against targets, make recommendations to the Director for service improvements, and will oversee all quality initiatives related to asset management and stewardship of Corporate Fleet, including contract and asset management/administration, preventative maintenance, repair and warranty procedures, revenue recovery, and reporting.The Analyst conducts fleet analyses and special studies to implement quality service and operational improvements. Assignments may be comprehensive, complex, and require substantial research and analysis. Assignments are generally in the form of broad outlines of desired results and objectives, outlining the project, and providing general guidance. Wide latitude and considerable flexibility is allowed in developing the design and in conducting the study.DUTIES AND RESPONSIBILITIES:Performing research and analytical work for Corporate Fleet, particularly in the areas of cost management, vehicle replacement schedules, performance benchmarking, action plan tracking, and staffing requirements.Reporting the ongoing effectiveness of various maintenance procedures, fleet replacement policies and strategies by using cost accounting methods, as well as developing justification and documentation for user rate recommendations.Analysis and development of productivity measurements to simplify and/or improve processes, determining performance standards by tracking and trending production data, and conducting operations and vehicle fleet cost and usage rate analyses.Designing, implementing, evaluating, and/or utilizing computerized management reports from the fleet information management system to prepare written recommendations to improve workload balancing, and increase various process efficiencies.Provides training support for AVL, fuel system and manages AVL audit reports – activity, identifies inefficiencies and recommends improvements.Provides client directors with monthly cost summaries and vehicle usage reports.Maintains Fuel Card (Element) and reconciles and reports.Works with Fleet staff on standing offers and contracts with vendors to meet procurement requirements.Liaises with stock room (procurement) for stock status upgrades, additions to stock.Monitors revenue recovery such as Fire Apparatus rebates, Cores, Accident, etc.May perform other related duties as assigned.QUALIFICATIONSEducation and Experience:University Degree in Industrial Engineering, Finance, Accounting, or Business Administration, or a related field. An acceptable combination of training, education, and experience within a complex operational environment may be considered.Three years of business management experience.Three to five years’ (3-5 years) experience in operations research, organizational/departmental methods analysis, statistical analysis, problem solving and/or productivity work measurement studies.Certificate in Business Analysis considered an asset.Technical / Job Specific Knowledge and Abilities:Five years’ experience in a computerized office environment with proficiencies in current versions MS Office; advanced skills in Excel required.Experience required with following business systems: SAP, GIS, Asset Works (or another asset management system) MS Project, MS Visio and Crystal Reports.Project Management and Lean Six Sigma education required.Education and experience associated with analytical thinking, problem solving and multi-tasking.Comprehensive knowledge of performance management related to operations management.Knowledge of preventative maintenance, asset management and automotive vehicle location (AVL) practice and procedures.Security Clearance Requirements: Applicants may be required to complete an employment security screening check.Please note – Testing may be conducted as a component of the selection process to assess technical and job specific knowledge.
