Job Description

The Business Manager supports the Mission statement of The Salvation Army and will be actively engaged in all of the business aspects related to the overall ministry for the Halifax Centre of Hope.KEY RESPONSIBILITIES:Responsible to the Executive Director, the Business Manager will always maintain a professional attitude and appearance in dealing with the public. Handles sensitive client, staff and facility information and must ensure confidentiality in all aspects of the job. Be actively engaged in all Business aspects including Employee Relations at the Halifax Centre of Hope Support the staff in dealing with the daily activities and issues related to Business and Human Relations. Represent the Executive Director on some Community Committees when required. Will be a member of the Senior Management Team. NOTE: For the Business Office, Halifax Centre of Hope includes three sites: 2038-44 Gottingen Street is main site; 5424 Uniacke Street Open Arms Afterschool Program Site; and 318 Windmill Road, Railton House Corrections and Justice Services Site.POSITION OBJECTIVES GeneralEnsures a standard of service delivery in keeping with the Mission, and policy and procedures of The Salvation Army. In conjunction with the Executive Director, support and maintain efficient program/service delivery, policy, and procedures, as they relate to clientele, staff, and volunteers in a progressive and equitable manner. Assist with policy development including Risk Management. In conjunction with the Executive Director facilitate the development, implementation, and evaluation of a long-range strategic plan. In conjunction with the Executive Director, provide oversight for the overall management of the Ministry Unit including organizing, directing, and evaluating the day-to-day operations. To be responsible for all administration matters in the areas of property, personnel, and finance for the Ministry Unit according to policy and procedures. Weekly debriefing with the Executive Director Daily debriefing supervised staff when possible On Call (must be available for emergencies) Foster Teamwork – Work cooperatively and effectively with others to set goals, resolve problems, make decisions that enhance organizational effectiveness. Lead – Positively influences others to achieve results that are in the best interest of the Organization. Network with Non-Salvation Army Agencies, Government and Community Service Providers to coordinate resources used to better the ministry opportunities at Halifax Centre of Hope.CommunicationInforms the Executive Director of current activities through formal and informal reporting. Compiles necessary reports as assigned. Communicates changes in practices and procedures in the department to appropriate stakeholders.Leadership/SupervisoryProvides leadership to create an environment conducive to effective working relationships. Provides supervision; coaches and facilitates performance of the staff:Business Clerk Food Services Coordinator Maintenance Worker / Housekeeping SupervisorFinancial ResponsibilityThe primary person who oversees all aspects of the Business and Human Relations areas for the Halifax Centre of Hope. Communicate regularly with the Executive Director regarding financial matters. Coordinate funding requests, accounting procedures and financial reporting of capital projects, renovations, and improvement projects from planning to completion. Prepare reports for Government programs as required. Banking, including preparation of deposits. Oversee all payroll functions.Review and check for correctness and reasonableness. Payroll is prepared by the Business Clerk per deadlines. Review Payroll Registry as sent by T.H.Q Data, control, checks and balances in payroll are essential to guard against error and fraud.Maintains gift card registry per policy and procedures. Maintains petty cash, disbursing funds as authorized and keeping a record of expenses for the Ministry Unit. Receipts all monetary donations and gifts in kind. Annually:Complete Registered Charities Return. Budget(s) preparation and deliberation. Audit preparation for The Salvation Army. Audit preparation for external auditors. Year end.Human RelationsIn consultation with Divisional Human Relations, ensure that effective employee relations practices are implemented and applied. This would also include hiring, progressive discipline, terminations, incident reports, complaints, etc. Assist departmental managers in maintaining staff personnel files. Supervises the Business Clerk, Maintenance Worker/Housekeeping Supervisor and Kitchen Supervisor. Review absenteeism monthly reports prepared by the Business Clerk. Ensure department staff scheduling is consistent with operational needs and contractual requirements.ITOversee and troubleshoot computer problems for the Ministry Unit. Maintains records of all computer equipment and licensing.Emergency ProceduresContributes to a safe work environment. Ensures a safe environment by adhering to WHIMS Guidelines, Workplace Health and Safety Regulations, and Infection Control Guidelines. Maintains familiarity with facility fire and disaster plans and participates in drills. Understands roles and responsibility in fire prevention and disaster preparedness. Demonstrates knowledge in the safe use of all equipment. Monitors and ensures staff safety practices in compliance with health and safety. Standards, and prepares, submits, and acts on incident reports; identifies initiative-taking safety measures to the supervisor based on needs and concerns. Ensures that staff maintains the security of the building and grounds.Professional DevelopmentRecognizes and actively pursues self-development. Facilitates professional growth and ensures educational opportunities are provided to the staff and volunteers. Supervises up to 10 FT and PT employees plus Seasonal Contract personnel (HEAT Fund).QUALIFICATIONS AND EDUCATION REQUIREMENTS:EducationCompletion of University degree – (eg. B.Admin, B.A, B.Sc) or equivalent of education and experience;ExperienceThree to five years of prior related experience, including experiences in directing the business and human relations of an organizationWORKING CONDITIONSThe incumbent’s work environment is typically at work sites within various residential or community settings. The incumbent will work under the following disagreeable conditions: dealing with angry and abusive people, verbal abuse, odours, and exposure to drugs and alcohol.CONDITIONS OF EMLOYMENT:Schedule may vary according to requirements of responsibilities – some weekend and evening work may be required. (On Call Responsibilities) This is a Full-time position based on 35 hours per week. Normal hours of work – 8:00 a.m. to 4:00 p.m. Monday to Friday (with flexibility expected).
