To do this, we need leaders at all levels of the organization who embrace a challenge and believe in their ability to make a difference.About Our OpportunityThe Program Lead for PHIS Continuous Improvement (CI) is responsible to drive ongoing improvements to service delivery and data quality for the Public Health Information Solutions (PHIS) Program, a key component of our Digital Health Programs. The Program Lead also manages key operational aspects of the program, monitoring key performance indicators and driving efforts to standardize, identify and implement best practices.Reporting to the PHIS Program Manager, they work with a variety of Public Health system stakeholders, including the PHIS program team, key software vendors, public health teams at both DHW and NSHA, and technical partners at NSDS and NSHA.The positive impact of the Public Health Information Solutions program and Digital Health solutions on Nova Scotia’s health system has been demonstrated through recent COVID-19 response, and you can build upon that foundation for the future.Primary AccountabilitiesKey accountabilities of the Program Lead for PHIS Continuous Improvement (CI) include:• Lead efforts to instill confidence with key stakeholders in the completeness, quality of PHIS data, to maximize its value to the health system.

  • Drive efforts to understand public health information solution needs and to promote continuous improvement, particularly as it relates to data integration from various digital sources, and the quality of that data.
  • Support the development of a Public Health Information Solutions data quality framework, and strategy to ensure the system has trusted data to support operational and strategic decision making.
  • Lead initiatives that perform data quality assessment, conversion, monitoring and validation of Public Health information.
  • Make thoughtful decisions and bring actionable and grounded recommendations to leadership.
  • Communicate data quality metrics and status to stakeholders
  • Lead, mentor, and coach individuals specific to data quality initiatives
  • Collaborate with key health system stakeholders, vendors, and technology partners to contribute to innovative solutions to maximize recent public health system investments, consistent with departmental and program priorities.
  • Lead Contract administration and compliance with key software vendors, including tracking of service level metrics, and calculation of service level penalties and credits.
  • Collaborating within the Department, and with the Nova Scotia Health Authority, IWK Health Centre, and across Government to strengthen relationships.
Qualifications and ExperienceThe role requires you to work within the disciplines of both Public Health and Information Technology (IT). You have a bachelor’s degree in a related field (a Health-related discipline, Computer Science or Information Technology) and 6 or more years of related IT experience, with experience in Health IT systems (particularly Public Health). An equivalent combination of education and experience will be considered.You must have substantial technical and business knowledge related to Health information technology (ideally Public Health Information Systems). Current Public Health Information Systems include IBM Panorama, and CANImmunize ClinicFlow. Familiarity with these and other digital health systems, such as Electronic Medical Records (EMRs) or Drug Information System (DIS) is an asset for the development of new product functionality and/or updates to existing capabilities.You must have experience with data integrity or data quality efforts, preferably in relation to Electronic Medical Records, Electronic Health Records, Drug Information Systems and/or Mass Immunization and case management systems such as Panorama. Qualifications and Experience ContdAssets considered for this position:• Experience with Public Health immunization campaigns. Your knowledge allows you to better understand data context, and possible solutions for data quality issues.
  • Experience applying change management principles in a an IMIT project environment.
  • Certification with the Canadian Health Information Management Association (CHIMA) in good standing such as CHIM, HICA, CTSS, CCCS, CCDIS
  • CP-HIMS Certification in good standing.
  • Knowledge of health and IT sector business processes and methodologies; ability to develop and implement processes that align with business needs.
  • Technical knowledge of IT systems to assist with development of new product features or functionality and knowledge of ICD-10, SNOMED and LOINC coding
  • Conceptual knowledge of FHIR standard for health care data exchange.
We will assess the above qualifications using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.EquivalencyAn equivalent combination of training, education and experience will be considered. Equivalencies include but not limited to:
  • Related Master’s degree and four years of Health related IMIT work experience, OR
  • Related Diploma and 8 years of Health related IMIT work experience
  • 10 years of Health-related work experience, including IMIT

  • Normal work week is 35 hours/week, 7 hours/day (typically the hours are 8:30 AM to 4:30 PM, this may vary depending on operational needs)
  • Typically located in office environment, moderate travel required within and outside the province for meetings, speaking engagements, and to conduct presentations
  • Most of time spent sitting with frequent opportunity to move, occasional lifting/carrying of office supplies, equipment or files
