To do this, we need leaders at all levels of the organization who embrace a challenge and believe in their ability to make a difference.The Office of Addictions and Mental Health (OAMH) works closely with the Nova Scotia Health Authority (NSHA), and the Izaak Walton Killam Health Centre (IWK) Mental Health and Addictions programs (MHAP). The goal is to ensure that Nova Scotians receive the right service, at the right place, at the right time by the right care provider. OAMH partners with numerous community-based organizations to fund and support the delivery of important mental health and addiction services. In addition to traditional mental health and addiction support, our work also includes interventions and actions that will help address the social determinants of health, including collaboration with our partners within and across government departments. OAMH is responsible for ensuring harm reduction and anti-stigma approaches are taken in delivering mental health/addiction care in Nova Scotia.About Our OpportunityReporting to the Program Director, OAMH, the Coordinator, Mental Health and Addictions is a key member of the Branch whose role is to drive initiatives that are focused on delivering OAMH policy and program priorities to improve access to mental health and addictions services and supports. This position provides evidence-based research, policy analysis, strategic and operational planning, project management, stakeholder consultation, and monitoring and evaluation.This is a formal leadership position. The incumbent will have opportunities to work collaboratively with partners including within government, Nova Scotia Health, IWK, Tajikeimik, and community-based organizations.There is a direct report associated with this position.Primary Accountabilities

  • Provides leadership to complex health system projects focusing on mental health and addictions and, requiring significant coordination and collaboration across multi-sectors – department, government, health authorities and community-based organizations.
  • Influences the development of strategy, standards, and policy through review of relevant research, literature, jurisdictional scans, and stakeholder consultation, ensuring evidence-informed analysis of impact and implications of current and proposed policy and standards and funding/investment decisions. Participates in developing policy, legislation, and standards, and at other times will be required to lead those efforts.
  • Provides input into development and implementation of an accountability framework with results based management tools, processes and indicators that monitor, measure, and assess risk, impact, and progress towards defined outcomes.
  • Leads multiple teams and provides functional direction to staff in various working groups, both within the branch and collaboratively with staff from other branches and/or departments.
  • Ensures the effective management of human resources by respecting corporate human resources practices, promoting teamwork and individual development, maintaining internal communication, and promoting diversity and a healthy, respectful workplace.
  • Ensures the effective management of financial resources by monitoring project expenditures, adhering to procurement guidelines, acquiring goods and services in the most cost-effective manner, and contributing to forecasting budget requirements for the fiscal year.
Qualifications and ExperienceA post-secondary degree in a related discipline (e.g., social science or health and human services) with demonstrated related management experience; an acceptable equivalent combination of education, training and experience may be considered. Work experience in the field of addictions and mental health is preferred.Must have demonstrated experience in strategy development, operational planning, legislation development, policy analysis including preparing briefing materials, and stakeholder consultation. The successful candidate will be a demonstrated leader, team player, well organized, capable of prioritizing and delegating high level work under tight timelines, and able to exercise sound judgement under pressure. Requires demonstrated experience successfully communicating at various levels within an organization (both verbal and written). Human resources and project budget management experience is preferred.Graduate degrees such as M.A.Ed, M.S.W, MSAC would be considered an asset.Proficiency with computer software such as MS Word, Excel, PowerPoint and Outlook is required.Leadership competencies required at this level of work are: Analytical Thinking, Action Management, Team Leadership, Initiative, Effective Interactive Communication, Partnering and Relationship Building, and Intercultural and Diversity Proficiency.We will assess the above qualifications and Competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.EquivalencyAn equivalent combination of training, education or experience (additional time working in a similar setting/field) will be considered. Ergonomic tools are available to reduce repetitive strain injuries.c) Sensory AttentionEnvironment can experience periods of high stimulation due to receipt of multiple email/phone correspondence requiring time-sensitive response.
