DESIGNATED OFFICIAL / EXPORT COMPLIANCE SPECIALISTLocated at 3099 Barrington Street in Halifax, Nova Scotia, Canada, B3K 5M7, and 35 Micmac Boulevard, Dartmouth, Nova Scotia, Canada, B3A 4Y8, Irving Shipbuilding has a proud history as Canadas shipbuilder. A proud member of the J.D. Irving, Limited group of companies, we have been building quality vessels and fabricated modules for more than 50 years, and our Halifax Shipyard has been at the forefront of Canadian shipbuilding for 130 years.Since 2012, we have invested more than $400 million in facilities, people, processes, and technology, making Halifax Shipyard one of the most modern and capable shipyards in North America. Over the next 30 years our shipbuilders will construct 20+ modern patrol ships and surface combatants for the Royal Canadian Navy as part of Canadas National Shipbuilding Strategy, the largest defence procurement in Canadian history. This year we delivered the second lead Arctic and Offshore Patrol Ship, the largest Navy ship built in Canada in 50 years and were just getting started. The third ship will be delivered in 2022.Were growing our team with career-defining opportunities that will revitalize Canadas shipbuilding industry and provide Canadas sailors with the ships they need to protect Canadas interests at home and abroad. Our workforce of over 2,000 will grow to more than 2,800 at peak construction of the Canadian Surface Combatants. We have built more than 80% of Canadas current combatant fleet and continue to perform maintenance and modernization work on the ships, including the Halifax-class frigates.Irving Shipbuilding Inc. is seeking a Designated Official / Export Compliance Specialist.This is a permanent full-time role based in Halifax Regional Municipality, Nova Scotia. The primary language of work is English.   • Experience in introductory (or greater) level of knowledge of defence trade controls, including Controlled Goods and ITAR is an asset.
  • Previous experience working in customs, or a legal capacity is an asset.
  • Undergraduate degree or equivalent experience within Logistics, Compliance, Document Control, Configuration Management, Engineering, IT, Quality Assurance or Continuous Improvement.
  • Strong communication skills.
  • High attention to detail.
  • Database management experience considered an asset.
  • Document control experience considered an asset.
  • Ability to prioritize competing demands.
  • Quick under-study who thrives in a fast-paced environment.
  • Working Knowledge with the following Programs is a requirement:

All successful applicants must meet requirements for Canadian Controlled Goods Program (CGP), Canadian Government Security clearance, and U.S. International Traffic in Arms Regulations (ITAR).Reporting to the Team Lead Export Compliance, under the Information Security (INFOSEC) division in Defence Trade Compliance (DTC), this position would fulfill transactional import & export compliance requirements in support of the Canadian Surface Combatant (CSC) Project. Specific responsibilities will include (but are not limited to) the following:Key Responsibilities:
  • Responsible for supporting the INFOSEC division in further developing and supporting policy documents, process, and training with respect to Irving Shipbuilding’s Defence Trade Controls Policy.
  • Responsible for supporting the development and delivery of the Controlled Goods and Foreign Origin Export Control Goods Management Plan & Database and other CSC (“Canadian Surface Combatant”) contract deliverables in which Compliance issues abound.
  • Provide guidance on Controlled Goods identification and markings in fulfilment of regulatory and CSC contractual requirements.
  • Support CSC CIM (“Configuration & Information Management”) and greater CSC project team on compliance issues.
  • Provide guidance of ITAR Technical Assistance Agreements (TAAs), Manufacturing License Agreements (MLAs), tracking and recording of agreements, exports / import transactions, and employee authorizations.
  • Obtain and Maintain a Designated Official designation via the Controlled Goods Program.
