Housing Nova Scotia (HNS) is working to advance the objectives of the National Housing Strategy and has developed a 3-year Action Plan. HNS is the provincial government agency responsible for the administration and delivery of affordable housing solutions for low-to modest income Nova Scotians. Through its five regional Housing Authorities, HNS provides more than 11,500 safe, affordable homes as part of its Public Housing program to more than 17,000 seniors and families. Housing Authorities manage the day-to-day operations of Nova Scotia’s public housing stock.About Our OpportunityThe Human Resources Consultant is a problem solver, change agent and service-oriented client partner who coaches, consults and supports all levels of management and employees within a complex unionized and non-unionized environment. The HR Consultant has both an internal and external focus and must always be aware of any broader implications when making decisions. This role provides, coaching and advising leaders on performance management, structural and staffing issues, workforce planning, recruitment and selection, attendance and absence management, organizational design, classification, compensation, talent management, employee and labour relations, investigations policies, issues resolution, acts, legislation, and the collective agreements. This position will also be cross trained to support the Junior HR Consultant role within the Housing Authority HR Services.Primary Accountabilities

  • Provides strategic advice through research and uncovering emerging issues. Analyzes specified problems and issues to find the best technical and/or professional solutions.
  • Provides advice on designing new processes and systems to achieve professional standards and desired outcomes. Manages, produces, implements and evaluates a broad range of human resources strategies.
  • Builds respectful relationships with clients, colleagues, and stakeholders through demonstrated expertise, ethical behaviour and integrity.
  • Collaborates with internal clients to outline the organization’s HR goals, identify opportunities to improve processes, and provide recommendations to improve employee engagement and performance.
  • Works closely with colleagues, and other subject matter experts, to coordinate HR initiatives including training, workforce planning and development, labour management, absence management, recruitment, classification/compensation, and organizational design and development. Gathers data and feedback from internal clients and use this information to work with colleagues to guide future HR initiatives.
  • Builds own capabilities and develops the capabilities of internal clients by working within existing development framework and adapting as necessary; provides specialized training or coaching in area of expertise to colleagues within the HR group and to others throughout the organization. Participates in working groups, committees and meetings to coordinate strategic direction for the Housing Authority. Actively participates in decision-making by bringing internal client perspective forward.
  • Participates in developing policies for area of responsibility, creating underlying procedures and monitoring their implementation within the organization. Analyzes trends related to policy and programs and works with management and executives to identify opportunities to improve efficiencies, while aligning HR efforts with the Housing Authority’s goals.
Qualifications and Experience
  • Completion of a post-secondary education with a focus in Human Resources with 3-5 years experience.
  • Direct experience in the role of an HR Consultant or specialist providing client-focused coaching and consulting, while building and sustaining relationships with a diverse client base.
  • Demonstrated experience conducting workplace investigations including employee misconduct, bullying and harassment complaints.
  • Working in an environment with multiple collective agreements. Candidates must demonstrate previous experience and strengths in negotiation, mediation, and interpretation of collective agreements.
  • Must have valid Nova Scotia driver’s license with access to a motor vehicle and ability to travel throughout the Housing Authority regional locations as required.
  • Intermediate to advanced knowledge of desktop software is required with emphasis on Microsoft Office.
  • Good knowledge of Labour Standards, Human Rights, Privacy Laws, and other relevant legislation.
