This department is a perfect fit for those that want to be part of the future of public education in the province by supporting student learning in a progressive and responsive policy environment.About Our OpportunityAs the Program Administrative Officer you provide coordination for the Nova Scotia international programs, playing a leadership role in the direction and delivery of the Nova Scotia Public School Program in schools outside Canada. The Program Administrative Officer is responsible for the management, day-today operation and administration of international programs within the Department of Education and Early Childhood Development. The Program Administrative Officer is responsible for developing guidelines and policy, and providing sound recommendations and options to the Director, International Programs and senior management relating to international education.As the Program Administrative Officer you contribute to the development, implementation and achievement of a framework for International Education in Nova Scotia by working with partners in Business, Labour and Advanced Education, Immigration and Intergovernmental Affairs. In consultation with partners and stakeholders, the Program Administrative Officer identifies new programs, markets and initiatives that further develop and strengthen international education opportunities in Nova Scotia and align with the goals of the province.This position reports to Director, International Education.Primary AccountabilitiesKey responsibilities include:

  • Manages the day-to-day operation and administration of international programs within the Department of Education and Early Childhood Development.
  • Performs registrar functions for the Nova Scotia international programs, oversees the production of transcripts and diplomas, confirms students meet the graduation requirements
  • Manages the implementation of PowerSchool, the provincial student information system for the NS international programs
  • Contributes to the ongoing and continual design, review and refinement of procedures, processes and documents including, but not limited to, applications, agreements, operations manual and program handbooks for teachers and administrators.
  • Provides support to the integrity of the international programs, confirms teachers are Nova Scotia certified, appropriate programming/courses are being offered, recommends resources, and provides relevant Department policies.
  • Assists with the development and implementation of quality assurance processes for the international programs to ensure the requirements and expectations of the Department are being met.
  • Contributes to the contractual agreements between the Department and the program operator to ensure adherence to the terms and conditions for the delivery of the Nova Scotia program.
  • Manages expressions of interest and applications from new markets makes recommendations to the Director on future international programs.
  • Provides input, options and recommendations to the Director in relation to international education initiatives and programs. Provides analytical assessment and corresponding recommendations to the Director where national and international education policies and initiatives affect Nova Scotia.
  • Advances the development of international education opportunities in Nova Scotia. Maximizes the opportunities presented by the international programs and looks for alignment with government priorities, initiatives and goals.
  • Drafts briefing notes, Executive Council submissions, reports, publications, guidelines, policy documents, and communications materials. Manages the development of new or amended legislation or policy, including analyzing the potential impact, evaluating options, consulting with stakeholders and providing recommendations aligned with provincial and Department goals.
Qualifications and ExperienceTo be successful in this role, you hold a bachelor’s degree in a related field, with a minimum of 6 years experience. An equivalent combination of training and experience will be considered.You possess exceptional interpersonal communication skills, both oral and written, and demonstrate the ability to establish genuine and collaborative relationships with colleagues and staff both within the organization and externally. You have the skills necessary to work in a diverse, dynamic, and often fast-paced environment.You have experience providing advice and developing recommendations to senior leadership, including the preparation of briefing notes, reports, and presentations.
