Job Description

Job PostingHalifax Regional Municipality is inviting applications for the temporary, full-time (up to 2 year) position of Manager, Housing Accelerator Fund (HAF) with the Planning and Development division of Halifax Regional Municipality. Applicants are encouraged to self-identify on their electronic application.Reporting to the Director, Regionalamp; Community Planning, the Manager, Housing Accelerator Fund provides leadership in the formulation and implementation of the Housing Accelerator Fund (HAF) Action Plan initiatives.The Manager, Housing Accelerator Fund will oversee high profile, multi-disciplinary projects, requiring a high degree of risk management and exceptional skills in project management and communications. These projects include creation of policy and regulatory frameworks and strategic initiatives or projects.DUTIES AND RESPONSIBILITIES

  • Responsible for the administration, direction, and management of the Housing Accelerator Fund Action Plan
  • Formulates and develops strategies to implement the Housing Accelerator Fund Action Plan and corporate or business unit goals and priorities.
  • Leads special projects as required by the Director (i.e.: planning projects, major land use policy reviews, etc.).
  • Oversees the production of policies, reports, plans, plan amendments, strategic initiatives and recommendations to Regional Council or the applicable committee, which affect community design, built form, the living environment and which influence municipal investments.
  • Interprets the Housing Accelerator Fund Action Plan as well as recommends policy positions to council on matters within the area of responsibility.
  • Develops housing policies as part of the Housing Accelerator Fund Action Plan, which affect housing availability, choice, and affordability.
  • Develops and leads a team of professionals by providing direction and support in meeting corporate standards and achieving service excellence.
  • Acts in project manager capacity, including the supervision of consultants, team members and support staff as required.
  • Provides advice to Regional Council, Committees of Council, other HRM business units and the public as required, primarily through the preparation and presentation of reports.
  • Provides professional planning advice to senior management, Regional Council members or community groups within limits of area of responsibility.
  • Works with Program Managers in Planningamp; Development and Managers of other business units to achieve business unit and corporate outcomes.
  • Sets priorities on the delivery of services and ensures service level standards are met.
  • Works directly with external partners on cost shared grants, funds, and related activities.
  • Leads and develops standards for managing program risks.
  • Maintains a positive public profile on behalf of the corporation by representing HRM in various public forums and leading multi-stakeholder processes with community groups, the development industry, advisory committees of Council, and governmental and non-governmental agencies to deliver policy and visioning programs throughout the region.
  • Monitors regulatory/policy changes within HRM and by other agencies which may have implications on development project approvals. Communicates changes to appropriate staff and provides training and coaching as required.
  • Makes recommendations to the Director regarding changes to municipal land use policy and the implications of provincial legislation with respect to land use planning programs and policies.
  • Ensures HRM Human Resources policies are followed.
  • Through oversight, ensures staff performance meets corporate standards and those of the Licensed Professional Planners of Nova Scotia and the Professional Standards Board and Committee.
  • Supervises and advises staff on actual and/or potential workplace hazards for the development, implementation and monitoring of safe work procedures and practices and that appropriate training is available and required.
  • Responsible for implementing and complying with HRM Corporate Occupational Health and Safety policies, Business Unit (BU) specific safety policies, the NS Occupational Healthamp; Safety Act and the safety regulations applicable to the work activity. Oversees the development, management and implementation of the operatingamp; capital budget and monthly projections for the program area.
  • Creates detailed work plans identifying project costs, deliverables, resource allocation, benefits and schedules for implementation and evaluation.
  • May perform other related duties as assigned.
QUALIFICATIONSEducation and Experience:
  • University degree in Planning, Public Administration or Business Administration, or related field such as urban design, landscape architecture, urban geography, environmental planning, governance, housing, or affordable housing
  • Minimum of two (2) years leadership/management or project manager experience in a government or complex systems environment
  • Minimum of eight (8) years of progressive experience in urban planning, government, or business administration, including leadership roles
  • Membership with the Canadian Institute of Planners and/or the Atlantic Planning Institute (or related organization) and/or Licensed Professional Planners of Nova Scotia would be considered an asset.
Technical/Job Specific Knowledge and Abilities
  • Experience conducting community engagement and the use of public presentations and facilitating community involvement in the design process.
  • Experience with geographic information systems (GIS) is considered an asset.
  • Previous urban planning experience in the public sector is considered an asset
