We are committed to helping diverse talent thrive.About Our OpportunityThe Nova Scotia Digital Service (NSDS) is building its cyber resilience and security operational capabilities as we support the delivery and transformation of government and health programs and services.Reporting to the Director of Infrastructure and Operations, the Manager of Operations is accountable for leading a team responsible for firewall and monitoring systems as well as event detection and analysis. This position will lead through strategic thinking, communicating vision, relationship building across the organization, and championing a work culture that encourages new ideas and innovation.This position is part of the User-Centred Technology and Cybersecurity division that builds and operates backbone technology services that deliver modern digital experiences to Nova Scotians. The role is key to increasing the security posture and system performance of our technology environments to protect the valuable data of the people of the Province of Nova Scotia.The Manager will oversee and provide guidance to technical subject matter experts. They will work collaboratively with other teams to provide support and project execution for government and health hardware and software systems. This will include, but not limited to firewall management, email filtering, event monitoring, and incident analysis. The Manager coordinates ongoing strategic actions with members of the cyber security team and regularly provides guidance to leadership on the organization’s security posture. This Manager position is a key role in supporting the IT processes to ensure a secure and consistent level of services to users.Primary AccountabilitiesAlthough no two days at NSDS are the same, your duties as Manager of Operations likely will include:

  • Effective personnel management of the team while providing guidance on technical support issues and project delivery. The team is expected to deliver high quality services to our stakeholders in a 24/7 operational environment supporting critical government and health services.
  • Plan and execute technical service delivery by their team including firewall management and system monitoring in support of the technology landscape as it transforms.
  • As part of a rotational on-call basis you will act as Major Incident Manager. In this on-call role you will be responsible to coordinate the effective technical resolution of major incidents affecting service availability.
  • Liaison with firewall and other key vendors, contractors, and suppliers to ensure effective support and product management planning for the technical landscape.
  • Manage licensing, maintenance, and drive procurement of hardware and software for those areas of responsibility.
  • Establish and manage formal partnerships and informal relationships with stakeholders.
  • Ensure effective management of financial resources.
Qualifications and ExperienceAs the Manager of Operations you have a university degree and several years’ experience working in a progressive information technology environment is required or an equivalent combination of training and experience may be considered.You have demonstrated progressive experience in:
  • leading a technical team in a complex enterprise environment.
  • technical experience in areas such as firewall, network, VPN, or IT systems monitoring & reporting
  • a management capacity leading, coaching, and mentoring team of technical professionals, developing people, and human resource management
The successful candidate must be an effective oral and written communicator with a high level of initiative and motivation. They must possess strong change management and strategic planning skills and experience and a demonstrated understanding and experience of firewall and system monitoring and management technologies.In addition, you have:
  • Strong change management and strategic planning skills and experience.
  • Prior technical knowledge of improving monitoring systems and ability to analyze the security posture of an organization.
  • Significant problem analysis and solution creation skills in a complex enterprise environment.
  • Relationship building skills and experience in creating and maintaining professional networks.
  • A proven history of supporting, deploying, and managing both on-premises and cloud-based infrastructure.
  • The ability to work independently and have handled multiple tasks in a demanding and dynamic enterprise environment.
  • Strong presenting skills and the ability to making recommendations to senior leaders, vendors, or teams of technical staff.
  • The passion to keep on top new architecture trends, development of best practices, and able to quickly learn new technologies and willingness to pick the right tool for the job
  • The skills and abilities to support delivery of digital services through scoping, resource planning, time and financial estimates.
