Job PostingHalifax Regional Municipality is inviting applications for two permanent full-time positions of Planning Information Analyst with Planning and Development, Regional Planning. Applicants are encouraged to self-identify on their electronic application.The Planning Information Analyst, reporting to a Principal Planner, works to create geospatial information, design tools and processes to analyze data, and creates informative visualizations presentations, reports to Council, and the public. In this technical role, the Planning Information Analyst undertakes projects involving geospatial analysis, 3D modeling, civic addressing, and the creation of data-based solutions to Land Use and Planning initiatives. The Planning Information Analyst requires technical knowledge of geographic information systems, quantitative methods as well as data management concepts, and knowledge of planning issues and civic addressing regulations, and legislation.DUTIES AND RESPONSIBILITIES

  • Preforming spatial and statistical analysis through scripting and programming using Python, R, and Arcade.
  • Work with clients/ developers/and staff to resolve street name and civic numbering issues on public and private streets.
  • Leads the development of online analysis tools.
  • Develop analysis tools using Power BI, ArcOnline, ArcUrban, and other software.
  • Collecting and preparing statistics and research using quantitative methods.
  • Generating specific statistics and information for case files and specific geographies.
  • Creating and manipulating 3D models.
  • Maintain key business filing systems- Civic Address Street Files, Pending Subdivision Application files, legacy Subdivision records, Planning Case Files, and Historic Planning Files.
  • Develop civic numbering and street name plans for new land developments and civic address corrections projects.
  • Ensuring customized and standard maps, civic address lists/ reports, and statistical tables are prepared that meet corporate standards.
  • Reviewing permits for consistency with Civic Addressing needs and requirements.
  • Enforcement of applicable by-laws and regulations governing civic addressing and the administration of the Asset Naming Policy.
  • Providing recommendations to the Civic Addressing Coordinator regarding changes to current civic addressing standards and procedures.
  • Respond to and follow up on planning, civic addressing, data, and mapping inquiries from internal/external sources.
  • Implementing, modifying, and executing procedures for data integrity and security.
  • Assisting in the design, development, and creation of databases and mapping.
  • Ensuring files, procedure documents, and data are maintained, updated, and managed on a regular basis.
  • Research and tests new GIS applications, software and procedures to improve efficiencies.
  • Assisting in performing, processing, and integrating all types of data into GIS.
  • Developing database queries, application scripts, and customized routines of varying complexity.
  • Representing the Business Unit as a technical resource and a civic addressing expert.
  • Georeferencing and rectifying, maps, plans, and historic imagery.
  • Preparing and proofing graphic materials for presentations, in hard copy and/or digital format.
  • Participating and supporting meetings on planning and civic addressing issues.
  • Acting as witness in legal proceedings.
  • Performing other duties as required, including working outside normal working hours.
QUALIFICATIONSEducation & Experience
  • Degree in GIS, Geomatics, or Spatial Analysis AND a minimum of one-year of experience in a geomatics environment, ideally in a municipal setting OR a 2-year diploma in GIS and Urban Planning from a recognized institution AND minimum of 3-years of experience in a technical position in a geomatics environment, ideally in a municipal setting.
  • An equivalent combination of education and experience may also be considered.
  • Must have general knowledge of the development industry; planning and civic addressing issues, regulations, and legislation; and quantitative methods.
  • Minimum 1-year work experience with ArcPro, ArcOnline, and/or ArcGIS suite of products.
  • Eligibility for membership in the Canadian Association of Certified Planning Technicians (CACPT) and Atlantic Association of Geomatics and Planning (AAGP) would be considered an asset.
Technical/Job Specific Knowledge and Abilities
  • Proficient in accessing and querying data.
  • Communicates effectively both orally and in writing.
  • Able to provide technical support and software training to staff.
  • General knowledge of applicable by-laws and regulations governing civic addressing and enforcement and development applications.
  • Uses project management skills and practices to meet strict deadlines.
  • Establishes and maintains effective working relationships with clients.
  • Comprehensive working knowledge of ArcGIS Pro, ArcOnline, and SketchUp.
  • Understanding of file management, records management, and privacy regulations.
  • Ability to interpret aerial photography and integrate scanned images into GIS.
