Job PostingHalifax Regional Municipality is inviting applications for the permanent, full-time position of Planningamp; Performance Coordinator in Corporate Planning, Financeamp; Asset Management. Applicants are encouraged to self-identify on their electronic application.Reporting to the Manager, Corporate Planning, the Planning and Performance Coordinator will provide high-quality customer service to HRM business units. As an integral member of the Corporate Planning team, the Planningamp; Performance Coordinator will assist inamp; contribute to organizing the annual Business Planningamp; Budget cycle for HRM. This work includes coordinating strategicamp; service outcome content, organizing corporateamp; community performance measurement initiatives, supporting service/data analysis processes, integration of enterpriseamp; operational risk initiatives into the business planning process, as well as a variety of related duties in support of corporate initiatives.The Coordinator will also be responsible for supporting HRM Directorsamp; Service Area Managers in development of key performance indicators (KPI #39;s), service standardsamp; targets that clearly articulate thequot;ideal state quot; HRM services -amp; working with Senior Business Performance Analyst ensure accountability frameworks are establishedamp; followed. The Coordinator will achieve this work using historical data, benchmarks, statistical analysis, as well as evaluationamp; monitoring of quality assurance systemsDUTIES AND RESPONSIBILITIES:Public engagement,businessamp; budget planning, risk managementamp; performance measurement are the basis upon which HRM makes decisions related to resource allocations and service deliveryThe key accountabilities of this position are therefore:

  • Continuous improvement of these processes with the overall goal of improving decision quality
  • Increasing accountabilityamp; transparency:
  • Enhancing HRM performance results through close working relationships with Service Area Directorsamp; support departments including the maintenanceamp; analysis of service-related informationamp; coordination of annual business planning process
  • Strategic and Business Planning:
  • Lead role in the developmentamp; participation of community engagement activities(e.g.surveys, in-person)
  • Ensure that business plans are aligned with key strategic and corporate priorities
  • Review, analyse,amp; provide feedback to business units on business plansamp; related presentations
  • Developamp; refine the planning framework, processes,amp; toolsamp; support HRM staff in their use
  • Administeramp; maintain the business plan reporting tool
  • Performance Measurement/Management:
  • Coordinate data collectionamp; reporting cycles including actively tracking completion of all components to ensure on-time completion of annualamp; quarterly reports
  • Developamp; refine the data collectionamp; reporting framework, processes, guidelinesamp; toolsamp; support HRM staff in their use
  • Produceamp; distribute annualamp; quarterly performance reports
  • Provide educationamp; support to HRM business units in the identification, development,amp; reporting of performance measures
  • Undertake jurisdictional scans; research new performance measurement KPI #39;samp; performance management techniques
  • Enterprise Risk Management:
  • Integrate strategicamp; operational risk management into the corporate planning processes
  • General:
  • Prepareamp; make presentations to HRM staff,Regional Council,Community Council, amp; the public,as required
  • Provide researchamp; analysis,including proactive researchamp; analytical support to HRM business unitsamp; senior management on business planning issues, corporate planning issues, performance measurement processes
  • May perform other related duties as assigned
QUALIFICATIONSEducationamp; Experience:
  • Undergraduate degree in Business,Public Administration,Economics, or related field
  • Post-graduate degree in Business,Public Administration,Economics, or related field will be considered an asset
  • Minimum three years related work experience in the areas of strategic planning, business planning, performance measurement, or business analysisamp; service improvement
  • Project Management (PMP) preferred
  • Experience working in a client service role
Technical/Job Specific Knowledgeamp; Abilities:
  • Thorough knowledge of business planning toolsamp; methods for an outcome-driven planningamp; budgeting process;knowledge of public financeamp; public administration;expert Microsoft Excel skills, including development of macrosamp; pivot tables
  • Sound knowledgeamp; skills in business process mappingamp; process analysis;financial analysis;quantitativeamp; qualitative measurement; amp; statistical analysis
  • Ability to facilitate large groups,build consensusamp; deliver outputs from business planningamp; performance processes
  • Experience in performance measurementamp; management
  • Ability to analyze performance resultsamp; to contribute to recommendations for improvements.
  • Ability to planamp; coordinate multiple efforts with complex stakeholdersamp; to deliver on schedule
  • Experience with public engagementamp; survey design,development,amp; delivery
