To do this, we need leaders at all levels of the organization who embrace a challenge and believe in their ability to make a difference.About Our OpportunityAs the Research & Stat Officer 3, you will be responsible for taking the lead role on economic policy and data analysis issues relevant to the programs, while also providing decision support services to the Pharmacare and Extended Health Benefit Programs. You will be engaged in conducting economic studies through the extraction and manipulation of data from several statistical databases used by the Pharmaceutical Services and Extended Health Benefits branch of the Department of Health and Wellness. You will be expected to analyze and interpret data, design, produce and maintain data reports, ensure data quality as well as recommend and contribute to economic strategies for a range of program options consistent with the ongoing sustainability of the programs.As the Research and Stat Officer 3, you will report to the Director, Pharmacare and Extended Health Benefits.Primary Accountabilities

  • Supports departmental initiatives by integrating multiple datasets, designing and implementing extract methodology, querying and performing qualitative and/or quantitative statistical analysis, and synthesizing results into informative reports and graphs.
  • Contributes to effective planning and oversight of Nova Scotias health system by monitoring key indicators, advising on the correct interpretation of data analysis and maintaining standardized reporting for performance measurement and accountability across the continuum of PSEHB.
  • Performs and synthesizes the evaluation of PSEHB programs and services and ensures timely analytics and decision support to inform policy research, financial oversight, service planning, and public inquires with respect to PSEHB services.
  • Contributes to the maintenance of a management and accountability framework by utilizing results based management tools, processes and indicators that monitor, measure, and assess risk, impact and progress of system performance thereby providing current, evidence-based information. This includes developing and documenting new/existing black box tools using stored procedures, macros, application programming and report/presentation tools to facilitate standardized monitoring and performance measurement, program qualification and procedure adherence audits, and cross validation.
  • Analyzes and synthesizes comparative and complex analysis into concise and meaningful cyclical (weekly, monthly, quarterly, annually) or ad-hoc reports, presentations, and briefing material for dissemination to varied audiences (FOIPOP, Ministerial, DHW, NSHA, CiHi, and various Researchers).
  • Generates extracts for monthly National Prescription Drug Utilization Information Systems (NPDUIS) and presenting PSEHB dashboard metrics (quarterly) to senior leadership.
  • Conceptualizes methodologies and implements complex algorithms for extraction and analysis of complex datasets to inform strategic planning, service planning, program development and evaluation, and continuous quality improvement.
  • Supports the development and maintenance of information management systems and leads and/or participates in the identification of information gaps related to PSEHB programs. Identifies data irregularities/discrepancies within the respective databases and leads the development of solutions for further action.
Qualifications and ExperienceAs the successful candidate, you will have a Bachelor’s degree with five (5) years of related experience or a Master’s degree with three (3) years of related experience. An equivalent combination of related training and experience may be considered.You have a good working knowledge of the Canadian health care system and the use of health care, economic and demographic information for planning and decision-making. Familiarity with database, statistical, and presentation packages is required.Given the high degree of involvement with personnel from other branches, other departments, Medavie Blue Cross, the Nova Scotia Health Authority and the IWK, you must have good interpersonal skills. Your ability to prioritize work to provide useful, timely and accurate support on many concurrent projects will also be essential for you in this role.Experience with decision support tools such Impromtu, SAS and Powerplay is also required. An understanding of population health and pharmaceutical issues will be considered an asset.EquivalencyAn equivalent combination of training, education and experience will be considered.
