As stewards of the province’s financial affairs, we deliver a wide range of corporate fiscal and management services – including the preparation of the provincial budget – as well as ensure government plans are coordinated and fiscally responsible.If you are detail oriented and enjoy working in a fast-paced environment, we have an exciting opportunity for you to explore as a Tangible Capital Program Analyst.About Our OpportunityAs the Tangible Capital Program Analyst, you will serve as a financial advisor for the Capital Infrastructure Program administered and managed by the department of Public Works.Your key responsibility will be to provide council, advice, analysis, and assistance to senior management, capital program staff, client departments, and school boards on all financial matters related to capital spending for both departments. You will manage the capital approvals and commitments in accordance with legislation and audit requirements.You will work directly with the Director/Executive Director of Finance and will provide support and analysis to the Program Directors and the Deputy Ministers office as required.As the Tangible Capital Program Analyst, you will report to the Manager, Capital Projects.Primary Accountabilities

  • You will control, monitor, and manage expenditures and cash flow for capital spending on buildings, roads, bridges, ferries, equipment, schools, and various health projects to ensure commitments against capital budgets are not exceeded.
  • You will control, monitor, and manage spending forecasts relative to the annual capital budget and make recommendations to senior management relative to the variances.
  • You will also monitor, develop, and recommend measures for improving the overall financial position of DPW in relations to the Capital Infrastructure Program.
  • You will serve as the primary day to day contact on financial matters that support the Capital Infrastructure Program regarding financial accountability between the capital section, various client departments, and external Boards.
Qualifications and ExperienceThis may be the right opportunity for you if you have a bachelor’s degree with 5 years of related experience; or equivalent combination of training and experience. An accounting designation (CPA) is preferred.You are guided by Generally Accepted Accounting Principles (GAAP) as well as the Public Sector Accounting Board (PSAB) when formulating decisions and providing advice. You possess exceptional communication (written and verbal) and time management skills with a strong attention to detail, able to produce accurate reports in a timely manner. You have previous experience making decisions that support and align with the long-term capital plans of your organization.Assets for this position include:
  • Current enrollment in a recognized program (CPA)
  • An understanding of the SAP asset module, plant maintenance, capital project solutions (CPS) including work breakdown structures (WBS) elements
