For more information, please visit https://novascotia.ca/nse/About Our OpportunityReporting to the Water & Industrial Facilities Manager, the Water Database Program Lead is a highly skilled, detailed-oriented professional with technical and scientific knowledge of geospatial and time series data processing techniques and algorithms, statistical and analytical methods, and environmental data collection and management activities. The position will act as the primary water resources database administrator for the Water Branch.Primary Accountabilities As the Water Database Program Lead, you will:• lead specialized and complex statistical research and program analysis to support business goals through the creation, development, interpretation and preparation of specialized reports and maps for staff and stakeholders.

  • identify opportunities to utilize water resources data to support program and departmental initiatives. This will be accomplished by conceptualizing and developing analytical tools, reports and geospatial visualizations by working in a collaborative, team-based approach with technical staff to understand issues and objectives.
  • support user needs by acting as liaison between the business and database vendors. This will be accomplished by leading change management requests, leading user-acceptance testing, scheduling planned service interruptions and communicating these to staff, ensuring vendors are operating within the scope of the baseline service level agreements, and advocate for new software features and updates to support the business’ needs.
  • maintain the integrity of the branch’s water resources databases. This will be accomplished by assigning and monitoring user access, developing and delivering training to support various user-groups, managing groundwater, surface water and drinking water datasets including QA/QC functions.
  • identify opportunities to fill knowledge gaps and support the business objectives of the unit and department by collaborating with technical specialists, participating in departmental planning processes and cross-divisional program committees and maintaining regular communication with other provincial departments and keeping up to date with national and international data science developments and standards.
  • perform other related duties as assigned.
Qualifications and ExperienceA bachelor’s degree in a related field (e.g. environmental science, water resources) plus six (6) years of related experience; or an equivalent combination of training and experience.You also possess the following:Knowledge:
  • Working knowledge of the principles of water chemistry, environmental contaminants, hydrology, hydrogeology, surface water, groundwater, drinking water and water quality.
  • Working knowledge of scripting languages (e.g. Python, HTML, SQL and JavaScript)
  • Working knowledge of relational databases (e.g. ORACLE)
  • Working knowledge of Microsoft Office Suite including PowerBI
Experience:
  • Applied data management experience including manipulating, transforming, and transferring large water resources data sets, as well as interpreting and analyzing datasets.
  • Experience in an enterprise GIS environment including responsibility for corporate GIS databases, database design and data modeling, data analysis and scripting, application development, and working knowledge or experience with web-based GIS solutions.
  • Experience in a GIS system administration capacity, including database and user administration, environment support, monitoring and testing. Experience in application troubleshooting and support models also required.
  • Advanced degrees and training will be considered an asset
Capabilities:
  • Ability to complete complex data analysis projects. Ability to transfer knowledge to others and to deliver technical training.
  • Strong analytical and problem-solving skills; ability to apply technical solutions to solving problems with data management, data sharing, and web applications.
  • Strong communication skills: ability to prepare technical reports, presentations and other informational materials.
