Job Description

Maintenance Manager (Foreman)Sanirajak Housing Association is seeking a Maintenance Manager/Foreman to manage its daily maintenance operations. This position will be based on 40 hours per work week with some overtime, as required.Salary is dependent upon qualifications and experience. In addition to the hourly rate there is an annual Northern Allowance of $12.24 per hour.Benefits include health benefits, pension plan, relocation expense to the community, and subsidized housing.To apply for this position, you must possess:

  • Previous supervisory/management experience – at least 5 years proven experience supervising a crew of at least 5;
  • Previous administrative experience using Excel, processing invoices, developing scopes, estimating jobs;
  • Journeyman Certification with a minimum of 5 years as either a Journeyman Oil Burner Mechanic, or a Journeyman plumber;
  • Valid Driver’s License;
  • Strong work ethic and ability to train apprentices and co-workers;
  • Strong interpersonal skills, team player;
  • Computer literate (intermediate, not beginner);
  • Good bill of health as the position occasionally requires working in tight quarters and outside in extreme cold weather conditions; and
  • Northern Management experience.
The following would be considered a definite asset:
  • Experience and knowledgeable with oil burner maintenance and repair;
  • Previous cross-cultural work experience;
  • Previous experience using asset management software.
PURPOSEThe Maintenance Manager (Foreman) is responsible for the efficient and effective use of the Housing Association’s resources, including funds, in the fulfillment of the Housing Association’s mandate. The Maintenance Manager (Foreman) has the further responsibility of recording and analyzing the efforts and making necessary and continuous changes and adjustments to the services provided by ensuring appropriate performance by his/her staff.The Maintenance Manager (Foreman) is responsible for management and supervision of all the Housing Association’s maintenance employees. The Maintenance Manager (Foreman) will also be responsible for supervising contractors and administration of contracts in the maintenance, renovations, and new construction areas.REPORTS TOThe Maintenance Manager (Foreman) reports to the Housing Manager.DUTIESPlan and administer the Maintenance Management Program (MMP) for the Housing Association by:
  • reviewing maintenance and repair requests from the Administration Office and tenants.
  • identifying preventative maintenance requirements and establishing annual plans to complete those requirements.
  • developing annual maintenance objectives designed to ensure the provision of required maintenance services and a work plan to meet these objectives.
  • conducting semi-annual inspections of Housing Association’s buildings to ensure the standard of maintenance being provided meets building codes, regulations and internal standards, adherence to the plan, identifying problem areas and revising the plan as needed.
  • conducting an annual inspection for the purpose of updating the unit condition ratings.
  • ensuring that work orders are issued by maintenance foreman to maintenance employees outlining maintenance (preventative or corrective) to be performed.
  • establish necessary policies for the maintenance department.
  • establishing annual budget for the maintenance department.
  • ensuring that maintenance department maintains an ample stock of materials to follow the maintenance program.
  • ensures that computerized maintenance management system is effectively and efficiently utilized to help plan, manage, monitor, and report on the status and history of the maintenance program, and to provide information on productivity, problems, and trends.
  • investigating maintenance problems and trends, and implementing solutions; and
  • reviewing with maintenance personnel from the Nunavut Housing Corporation maintenance standards and policies and recommending changes where necessary.
Provide supervisory direction and expertise to his/her staff by:
  • administering and applying the policies with respect to those employees he supervises.
  • representing the Housing Association where necessary at maintenance meetings.
  • providing maintenance expertise for management as a member of the Housing Association Labour/Management Committee
  • hiring new maintenance employees, in conjunction with the housing manager.
  • approving leave requests for maintenance employees.
  • reviewing employee performances in accordance with job descriptions and annual objectives and providing the necessary information to enable employees to meet annual review requirements.
  • implementing disciplinary actions for maintenance staff to maintain standards of performance.
  • completing annual performance evaluations of maintenance employees.
  • ensuring that maintenance foreman (if it is a separate position) is assigning work and establishing work priorities for maintenance employees; and
  • assessing training needs and recommending courses for the maintenance employees, including foreman (if it is a separate position) to enhance the overall skill level of the Housing Association within accepted financial restraints.
  • Plan and administer the execution of O&M funded projects and Housing Association capital projects by:
  • identifying the need for the O&M projects to be executed.
  • estimating costs of specific maintenance projects.
  • ensuring the design, tendering and contract award are performed as required by Housing Association procedures and to his/her specifications.
  • supervising contractors performing work under awarded contracts.
  • reviewing design drawings and specifications and inspecting the construction of capital projects being managed by Housing Association’s or NHC staff.
  • developing a comprehensive work plan for all Housing Association capital (M&I) projects, completing a detailed scope of work and material take-off for the project, recruiting the manpower necessary to complete the work plan and the provision of ongoing project supervision.
  • administer and report to the housing Manager on O&M and capital budgets; and
  • plan, spend, monitor, and report to the Manager on maintenance budget.
  • Perform other duties, such as:
  • ensuring compliance with all safety legislation and requirements, including the maintenance of the Workplace Hazardous Materials Information System (WHMIS).
  • outlining safety practices for all staff and checking to ensure they are followed.
  • assisting tradesmen in emergency situations.
  • encouraging energy conservation measures among staff members and purchasing energy efficient materials.
  • reviewing new methods, procedures, and products as they become available to see if they are applicable to Northern conditions and weather; and
  • communicating with educational authorities on apprentice training requirements.
  • Performing preventative maintenance inspections.
  • Performing necessary corrective action for demand and emergency maintenance.
