Town of HintonOperations ManagerPosition DetailsPOSITION SUMMARYReporting to the Director of Development & Infrastructure Services, this position is responsible for the general supervision of staff, delivery of programs and services, and operational planning of the Infrastructure Services Branch. In consultation with the Operations Supervisor, this position develops and implements sound initiatives for short term service delivery, undertakes small to medium utilities and public works related projects, and updates and develops policies, bylaws, and procedures for the Infrastructure Service Branch. This position will exhibit a service-oriented approach when interacting with municipal staff, contractors, and the public.WORK RESPONSIBILITIESAdministration

• Overall operational and capital planning for roads, water distribution, wastewater collection and waste management
• Developing and recommending sound initiatives for short and long-term service delivery
• Make recommendations for updated and new policies, bylaws, directives, and procedures to the Director of Development & Infrastructure Services
• Handle customer requests and complaints and maintain good public relations while providing excellent customer service
• Monitor and provide information regarding Infrastructure Services, as well as trends and opportunities
• Participate in Infrastructure Services planning and lead planning within the Infrastructure Services Branch
• Provide recommendations and reports to the Senior Leadership Team and Council on matters pertinent to Infrastructure Services
• Occasionally represent the Town of Hinton to provincial and regional associations, outside agencies, organizations, and government on related matters
• Represent the interests of the Infrastructure Services Branch for operations, projects, initiatives, and planning lead by other Departments

Staff Management

• Oversee and supervise Infrastructure Services Branch staff and contracts
• In co-operation with the Human Resources Manager undertake discipline and regular performance appraisals
• Assign tasks and monitor staff performance through continual feedback
• Encourage teamwork and reward outstanding contributions for individual and group efforts
• Administer and coordinate training and safety programs and monitor workforce requirements
• Identify recruitment requirements and participate in the recruitment process and interviews
• Communicate organization and Department directives, goals, standards, policies, and procedures

Contract Services

• Arrange and oversee the activities for specialists, contractors, and/or equipment
• Prepare tenders, quotes, and other documents for small capital projects
• Plan, coordinate, and represent the Town’s interests pertaining to OH&S, WCB, and Safety Programs

Financial

• Responsible for the management of operating and capital projects budgets as well as multi-year financial plans for the Infrastructure Service Branch
• Financial planning and budget development for Maintenance of all Town-owned buildings and equipment
• Long range planning and recommendations of capital budget items
• Assess and pursue revenue sources, grants, and special project funding proposals
• Implement fiscal budgets and variance reporting
• Negotiate, draft, monitor, execute and approve, as applicable, agreements related to the Infrastructure Services Branch
• Prepare tender documents where necessary

Community Development

• Liaise with Town Departments and services, industry, volunteers, ratepayers, and external government agencies

Operations Management

• Develop initiatives for better management of waste
• Review and revise the waste management rate collection bylaw annually
• Liaise with Edson District Recycling Society and other external stakeholders on recycling and conversation promotion
• Undertake Recycling Operations as needed in consultation with the Projects Lead Supervisor
• Ensure Public Works facility operations, housekeeping, upkeep of the garage, cold storage, and yard
• Liaison with Alberta Infrastructure regarding in-Town Highway 16 operations and maintenance
• Monitor trends in legislation and advise the Senior Leadership Team (SLT) and Council
• Review and revise water and sewer rate collection bylaws annually
• Contract Management for WTP (Aquatera Services Contract) for the supply of potable water to the Town
• Maintain liaison with West Fraser to ensure adequate quality and quantity of water is delivered to the Town
• Provide all required reporting and notification to Alberta Environment in accordance with Aquatera
• Develop and maintain a data and information system for water and sanitary sewage control systems (SCADA, MIMS) and monitor daily

Maintenance Management

• Ensure the operation of the Maintenance Service Area is managed within standards, policies, and available Town resources
• Implement evaluation structures and develop data on services and programs to improve management, accountability, and service delivery

Safety & Risk Management

• Ensure appropriate safety and risk management policies, directives, and procedures are in place and followed
• Ensure all insurance and regulatory requirements are met
• Ensure all staff are appropriately screened and trained
• Promote good risk management practices with community partners and customer groups
• May be assigned a role within the Emergency Coordination Centre (ECC) for Disaster Services

QUALIFICATIONS

• Post-Secondary Degree in Civil Engineering Technology, Water and Wastewater Operations, Environmental Sciences, or related discipline
• Minimum 5 years of work experience in operations and management including supervising unionized staff
• A combination of education and/or experience related to this position may be considered
• Completion of or workings towards a Public Works Supervisor Level III Certificate is preferred
• A Level II Water Distribution and Wastewater Collection and Level I Wastewater Treatment and Water Treatment Certification with the Alberta Water and Wastewater Operators Association (AWWOA) is required
• Completion of or working towards Water Treatment Level I and Wastewater Treatment Level I is preferred
• Experience of technical and supervisory work experience in road construction, maintenance, equipment/fleet services, and water or wastewater facility in a municipal work environment
• Knowledge of safety standards and practices, grant funding and reporting requirements, and budget preparation and administration
• Proficient with Microsoft Office Suite
• A Valid First Aid and CPR Certificate
• Satisfactory background screening is required for this position including a Criminal Record Check, Vulnerable Sector Check, and Child Welfare Check
• A Class 5 Driver’s License, Class 3 with Air Brake Endorsement is preferred with a satisfactory Driver’s Abstract
