POSITION SUMMARYReporting to the Director of Protective Services/Fire Chief, this position is primarily responsible for having a high-level knowledge of all aspects of fire rescue and bylaw services as the individual in this role is the first point of contact for all stakeholders and community residents. This position is responsible for coordinating, consulting, advising, and assisting the Town of Hinton Community Peace Officers on daily activities, problem solving, and conflict resolution. This position is also responsible for providing administrative support to the Protective Services Department, including the maintenance of administrative processes and systems, while ensuring customer service is provided professionally and promptly when answering inquiries and providing information to the public.WORK RESPONSIBILITIESCustomer Service· Perform exceptional customer service by responding professionally and promptly to internal and external customer inquiries· Provide information, advice, and options to community residents, stakeholders, and other Town Departments to assist in their understanding of and compliance with Protective Services policies and procedures· Organize tours of emergency services including EMS & RCMP as well as some off-site educational visits from Peace Officers & Firefighters· Organize events such as emergency services day, seniors’ dinner, parades, fire drills, bike rodeo, etc.Administration, Finance & Personnel· Maintain, develop, and administer departmental and Town processes and systems (i.e. DocuShare, mail, Emergency Resources, Records Management, Report Exec, Internet, Intranet, safety manual and electronic e-agenda)· Administer and prepare correspondence, advertising materials, reports, contracts, agreements, agendas, minutes and other documentation as necessary· Write municipal bylaw orders· Book TOH vehicles & meeting rooms for staff, Firefighters, and outside agencies· Ensure all office equipment is maintained and functioning· Ensure department supplies are tracked and maintained, i.e., public education and enforcement forms· Contribute to and support the goals and initiatives of the Department and facility· Prepare invoicing for fire calls to Alberta Transportation and insurance companies and enter into Bellamy appropriately· Prepare invoicing for and monitor fire inspections, fire permits, false alarms, facility rentals, information requests· Track Firefighter attendance at calls, training, and volunteering and prepare monthly payroll· Develop, process, and maintain applications for Firefighters and the work experience program as well as organize interviews and follow-up· Assist with organizing Junior Firefighter program· Provide on-the-job training and coaching for other employees· Participate in radio contact with Community Peace Officers and Firefighters as required· Make application for and manage Community Peace Officer certifications with Alberta Justice & Solicitor General· Schedule, monitor, and update as needed Community Peace Officer schedules· Undertake regular communication with the dispatch centre· Process Provincial Violation Tickets· Liaise between enforcement services and outside agencies and partners (i.e. AB Provincial Court, Crown Prosecutors Office, Municipal Prosecutors Office, RCMP, and SPCA)· Enforce action inquiries through the provincial J.O.I.N. and M.O.V.E.S. systems· Provide Commissioner for Oaths services for the Town· Receive and process enforcement services escort/special duty requests· Maintain bike program including applications for free bikes and accept found & donated bikes· Obtain RO and photo information and process unpaid tickets· Receive monies, prepare invoices, weekly cash balancing, weekly deposits, petty cash, and prepare year end balances· Process and maintain AMVIR agreement· Prepare taxi license submissions and maintain taxi company records· Issue taxi driver licences and monitor taxi companies, drivers, and vehicles· Assist with business license payments and follow-up· Issue animal registrations and renewal notices and receive payments· Issue over-limit and livestock permits and monitor and receive payments· May be assigned a role within the Emergency Operations Committee (EOC) for Disaster Services· Undertake other duties as assignedQUALIFICATIONS, SKILLS & ABILITIES· Post-Secondary Diploma, Degree, or Certificate in emergency management, law enforcement, criminal justice, paralegal/legal assistant, business administration or a related field· Minimum 5 years of work experience in a comparable administrative environment· A combination of education and/or experience related to this position may be considered· Completion of Administrative Level 2 Peace Officer designation as per the Peace Officer Act· Knowledge of:o Provincial Court Policy, Procedure, court preparation and testimony;o Criminal Code of Canada;o Peace Officer Authority, Peace Officer Act, and Peace Officer Regulation;o Traffic Safety Act;o Animal Control Act, Animal Protection Act, and Dangerous Dog Act;o MGA and Bylaw enforcement.· Use and maintenance of office equipment· Proficient with Microsoft Office Suite, database administration and management; and web-based programs· Capable of registering as a Commissioner for Oaths· Preference for an EMD Certification or someone working towards such certification· A Class 5 Driver’s License with a satisfactory Driver’s Abstract· Valid First Aid & CPR Certificate· Satisfactory background screening is required for this position including a Criminal Record Check, Vulnerable Sector Check, and Enhanced Security Clearance· Assist in emergency situations as required· Knowledge of developing and amending bylaws· Able to conduct shift work including schedule rotations on days, evenings, and weekends as well as be on-call and attend meetings when required· Communicate effectively and diplomatically in writing and verbally with staff and the public· A constant awareness of who the customer is, both internal and external with a recognition of the customer’s needs· Provide supervision, coaching and mentorship to staff and volunteers· Able to contribute positively and work effectively within a team environment· Strong time management and organizational skills to prioritize responsibilities and customer requests· Demonstrate a high degree of personal initiative and professionalism while working independently· Demonstrate effective interpersonal communication and conflict resolution skills· Demonstrated discretion and regard for confidentiality in the workplace· Demonstrate a working knowledge of Microsoft Office Suite· Exceptional use of grammar, specialized vocabulary, and terminology· Maintain a high level of confidentialityJob Types: Full-time, PermanentSalary: $39.71 per hourBenefits:
