Town of HintonUtilities SupervisorJob Type:Maintenance / TradesOrganization:Town of HintonCompetition Number:21-17Reporting to the Public Works Planning & Project Manager, this position plans and coordinates the day-to-day activities of the water distribution and wastewater collection. This position is the contact for the water treatment plant Services Agreement Contract and is responsible to supervise employees in operation and maintenance of the Water Distribution and Waste Collection systems. In consultation with the Public Works Planning & Project Manager, this position develops and implements sound initiatives for short term service delivery, undertakes small capital projects, and update and develop policies and procedures for the utilities department. This position will exhibit a service-oriented approach when interacting with municipal staff, contractors, and all members of the public.WORK RESPONSIBILITIESUtilities (Water and Sanitary Sewer)Supervises employees in the operation and maintenance of utility systemsOversee the operation, maintenance, and diagnose utility system problems and ensure that necessary repairs are conducted in a timely and cost-efficient mannerConduct annual Uni-Directional Flushing Program including purging of all fire hydrants and conducts Flow Tests as requiredMonitors and conducts leak detection within distribution systemRepair water leaks as requiredRepair, maintain, conduct inspections of valves, hydrants, services and meters within distribution system in a safe environmentMonitors Lift Stations daily and conducts weekly inspectionsDevelop and conduct annual sewer flushing programsVideo inspect sewer mains and service laterals as requiredProvide advice and assistance to the Public Works Supervisor and to utility staff as it relates to utilitiesDevelop and maintain a data and information system for water and sanitary sewage control system (SCADA, MIMS) and monitor dailyPurchase adequate inventory to ensure minimum down time for the operation of the Utilities SystemEnsure compliance to terms, conditions, and requirements (reporting) of the Town of Hinton Water and Wastewater approvals (AEP)Maintain liaison with West Fraser to ensure adequate quality and quantity of process water is delivered WTPContract Management for WTP (Aquatera Services Contract) for the supply of potable water to the TownMonitor trends in legislation and advise senior management and councilReview and revise water and sewer rate collection bylaws annuallyStaff ManagementPlan, direct and schedule the activities of staff in the areas of maintenanceAssignment of tasks and monitoring staff performance through continual feedbackAdministers and coordinates training and safety programs and monitors manpower requirementsIdentifies recruitment requirements and participates in the recruitment process and interviewsImplement appropriate disciplinary action as required within established policies and proceduresCommunicate organization and department directives, goals, standards, policies and proceduresContract ServicesIn cooperation with the Public Works Planning & Project Manager, participate in contract preparation, management, and administrationArrange and oversee the activities for specialists, contractors, and/or equipmentPrepare tenders, quotations, and other documentsPlans, coordinates, and represents the Town’s interests pertaining to OHS, WCB, and Safety ProgramsCommunity DevelopmentLiaise with Town departments and services, industry, volunteers, ratepayers, and government agenciesInspection ServicesAssists with inspections and provides technical and practical input into road transportation, storm water and mechanical issuesPlanning and BudgetingAssists in the preparation and management of utility services operating and capital plans and budgetsMiscellaneousProvide coverage in the absence of the Public Works Planning & Project Manager Manager and Public Works SupervisorParticipates in applicable committees, and undertakes related duties as assignedMay be assigned a role within the Emergency Operations Committee for Disaster ServicesWork on call or stand by shifts for after hour call out or emergenciesWork around hazardous conditions including high voltage, traffic, equipment and all-weather conditionsQUALIFICATIONS, KNOWLEDGE, SKILLS & ABILITESPost-Secondary certification from an accredited education institution in Civil Engineering Technology, or a Diploma in Water and Wastewater Operations, or related sciences discipline is considered an asset; a combination relevant education and experience will be consideredCertificate of Qualification for Water Distribution Level II and Wastewater Collection Level II with the Alberta Water and Wastewater Operators Association (AWWOA) is requiredCertificate of Qualification for Water Treatment Level I, and Wastewater Treatment Level I is considered an asset.3 years’ experience in water or wastewater facility in a municipal working environment5 years’ experience in a supervisory and leadership role preferably in a unionized work environmentFirst Aid and CPR Certificate is considered an assetAdvanced computer skills using planning software, GIS, and Microsoft Office SuiteWorking knowledge of all legislation, codes, and minimum standards which regulate water and wastewater operationsUnderstands health and safety requirements to perform work in accordance with all aspects of Occupational Health & Safety (OHS) legislation including Workplace Hazardous Materials information Systems (WHMIS), and Confined Space Entry Safety ProceduresMust be medically and physically able to perform all duties of this position on an ongoing basisImmunization for Hepatitis B and Tetanus vaccinations is strongly recommendedSatisfactory Criminal Record background screening is required for this positionA valid Class 5 Driver’s License and a satisfactory Driver’s AbstractSupport, coach and develop subordinate staff to engage, motivate, and sustain optimum productivity in a “safety first” environmentEffective interpersonal skills in dealing with staff, colleagues, the public and council under all types of conditionsWork cooperatively with management and staff to facilitate a team environment through behaviour, work contributions and the sharing of expertise and knowledgeContinually updates education, knowledge, and expertise in all aspects of the position to provide exceptional service compliant with legislationUses good judgement under pressure when making decisions with changing prioritiesUnderstands the needs of the customer and provides exceptional serviceExceptional planning and organizational skillsUses a high degree of integrity and professionalism when performing workClosing Date:June 30, 2021Application Return:SUBMIT APPLICATIONS/RESUME STATING COMPETITION NUMBER TO:M Zygmuntemail: mzygmunt@hinton.caHuman Resources, AdvisorTown of Hinton2nd Floor, 131 Civic Centre RoadHinton, AB T7V 2E5Education : College, CEGEP or other non-university certificate or diploma from a program of 1 year to 2 yearsExperience : 5 years or more
