Job Description

Date: Oct 9, 2022Location: Hope, British Columbia, CanadaCompany: Trans MountainThe Trans Mountain Expansion Project will provide increased capacity to support Canadian crude oil production growth and ensure access to global energy markets. The largest project in the pipeline’s history, it involves installing approximately 980 kilometres of new pipeline, as well as new and modified facilities.Trans Mountain is seeking Field Project Managers with pipeline construction experience across various site locations in British Columbia. The Field Project Manager will be responsible for base scope including technically challenging areas (TCA) of construction.Key Responsibilities

  • Support the development of the Project Execution Plan (PEP) and ensure that the Construction Execution Plan developed by the construction contractor is aligned with the PEP.
  • Responsible for the project execution of the Trans Mountain Expansion project of a Spread focusing on base scope including TCA construction areas which include water interruption, steep slope, stove piping, and sheet piling.
  • Provide leadership and guidance to the Project Team to mitigate risk and ensure the Project Safety Plan and Environmental Protection Plan are implemented and complied with during all phases of construction.
  • Management of General Construction Contractors (GCC) in preparing for and executing the Project construction activities.
  • Oversee the review and approval of GCC construction documents and execution plans, including obtaining acceptance from key stakeholders.
  • Interface with TMEP engineering director, discipline engineering leads, and operations representatives for the following:
    • Provide direction and guidance to engineering contractors on design development technical issues to ensure requirements are met.
    • Ensure the integrity of all code, regulatory, standard, and specification requirements on engineering requirements are met.
    • Oversee contractors progress and performance to ensure execution and scope of work deliverables are met.
    • Ensure coordination, consistency, and compatibility throughout the construction cycle.
    • Support the construction and commissioning activities, in the later stages of the project.
  • Supervise and direct LEMS, RFI’s, and other similar processes throughout construction to ensure project delivery is on time and within budget.
  • Guide, manage and support the other Project Manager and Construction Manager to ensure alignment with the TMEP execution plans and scope of work.
  • Take a proactive approach to risk management to ensure project risks are identified, mitigated, and managed.
  • Provide input to the selection of subcontractors and equipment vendors required to carry out construction execution.
  • Complete regular project reports and updates, including cost, schedule, progress, and KPIs.
  • Prepare and review scoping documents to ensure all aspects of design requirements and scope are properly being captured.
  • Coordinate technical input/scope of work into bid packages.
  • Assurance of contractor compliance with regulatory requirements and commitments.
  • Present engineering plans, designs, and progress status update to project stakeholders.
  • Ensure document management and lifecycle information requirements are being met through all phases of project execution.
  • Additional duties and responsibilities as required.
Qualifications and Professional Experience
  • Degree in Engineering or equivalent.
  • A minimum of 10 years of experience working as a Project Manager managing major pipeline construction projects.
  • Extensive knowledge of petroleum pipeline systems.
  • Experience successfully planning and executing major projects.
  • Experience working with a multi-disciplinary team of project professionals.
  • Experience with regulatory agencies.
  • A proven track record of delivering projects on time and within budget.
  • Strong organizational skills, technical knowledge, and people skills to interface with a diverse
  • group of third-party contractors and internal and external stakeholders.
  • Teamwork, communication, people skills, and achieving milestones are important to the success in this role.
  • Strong communication and ability to work collaboratively with others.
  • Ability to analyze and troubleshoot complex problems and make sound decisions.
  • Excellent verbal and written communication skills.
  • Strong organizational skills.
  • Ability to attend to detail and work in a time-conscious and time-effective manner.
