Job Description

The Joint Secretariat is looking for a full-time Human Resource (HR) Manager to support the work of the Joint Secretariat (JS) at its office in Inuvik, NT. Under the direction of the Executive Director, and the JS Board of Directors, the incumbent is responsible for providing strategic and operational guidance pertaining to human resource management, performance management, training and development, policy development and implementation, and compliance with applicable employment standards and governing legislation.Preference will be given to beneficiaries of the Inuvialuit Final Agreement (IFA), those with knowledge of the IFA, and those with prior experience in the North.Responsibilities:

  • Support all Joint Secretariat (JS) staff including the Co-Management Committees, the Inuvialuit Game Council, the JS management team, and other JS employees.
  • Encourage employment and other opportunities for Inuvialuit beneficiaries.
  • Implement direction from the Joint Secretariat Board of Directors and the Executive Director.
  • Prepare, monitor, control and forecast HR budget expenditures and variances in concert with the Finance Manager and Executive Director.
  • Enforce adherence and compliance to Joint Secretariat policies and procedures, as well as all territorial and federal applicable legislation (OHS, Employment Standards, Human Rights, PIPEDA, etc.).
  • Maintain a strict level of confidentiality, diplomacy, and objectivity when handling sensitive information and when interacting with employees and leaders.
  • Lead full-cycle recruitment activities: create and post job advertisements, maintain job boards, prepare recruitment materials, conduct interviews, create offers of employment, and coordinate applicable orientation and training programs and initiatives.
  • Provide consultation to the management team, Executive Director and the JS Board as applicable regarding strategic staffing plans, training and development, employee relations, and disciplinary measures.
  • Provide JS benefit programs oversight and ensure that the coverage required for employees is adequate and appropriate, that new employees are registered, and that all employee inquiries are answered accurately and completely.
  • Conduct investigations and accident/incident reports and engage with the workers’ compensation boards as appropriate.
  • Actively participate in Management Team meetings and Joint Secretariat Board Meetings as required.
  • Make recommendations for organizational changes that will improve efficiencies and the ability of the Joint Secretariat to meet its established goals and objectives.
  • Create and oversee organization-wide communications related to human resource matters.
Qualifications:
  • Bachelor’s Degree in Human Resources or a related field. Equivalent experience will be considered on a case-by-base basis.
  • +5 years of progressive working experience in an HR or related field, or equivalent experience.
  • Experience working with a Board of Directors is not required but considered an asset.
  • Strong knowledge of human resources practices, employment standards, and other legislation specific to privacy, human rights, workers compensation and occupational health and safety.
  • Excellent verbal, written and interpersonal communication skills, with the ability to work well under minimal supervision.
  • Working toward or holding a CPHR designation is considered an asset.
