Job Description

Inuvialuit Regional Corporation (IRC) invites applications for the position of Human Resources Officer. The IRC is an Indigenous organization that oversees many areas related to Government Affairs, Education & Training, Health & Wellness, Inuvialuit Lands etc. The Human Resources Officer reports to the HR Manager. This position plays an important role in providing full-cycle recruiting along with other HR-related duties to all staff and stakeholders. This position is also responsible to assist in developing and implementing HR procedures, initiatives, and systems.Working at IRC as a Human Resource Officer, you will find that we are a team that is supportive, and collaborative and assist each other to complete tasks related to all areas of Human Resources for the Inuvialuit Corporate Group. To keep up with best practices in HR we attend webinars and/or online coursework. We believe that to be able to keep motivated the work environment needs to be positive, conducive to education to enhance skills and give/receive open and honest perceptive communication. We do provide relocation assistance.DUTIES & ESSENTIAL JOB FUNCTIONSEmployee Relations (20%)

  • Assists with the implementation of employee policies and procedures by following policies as set out in the employee handbook.
  • Provides advice and recommendations in all areas of human resources management including conflict resolution, discipline, benefits administration, etc.
  • Acts as a link between managers and employees.
  • Provide proactive professional support and guidance to all departments within IRC
  • Assists the HR team in building positive employee relations in working to solve employee issues
  • Coordinate and initiate action to assist in resolving employee queries by discussing and providing alternatives, promoting IRC Human Resources best practices
  • Assists the HR Staff in the labour relations process
Recruitment and On-Boarding (50%)
  • Adheres to policy and develops and implements procedures on staff recruitment and on-boarding processes.
  • Delivers advice and professional development to members of the staffing panel on recruitment best practices.
  • Develops, reviews, advises and updates job descriptions with managers on a regular basis.
  • Develops, designs and coordinates job postings.
  • Coordinates and leads the recruitment, selection, reference checks and on-boarding process.
  • As directed by the hiring manager and as approved by the HR Manager, prepares employee letters of offer.
  • Manages the new employee relocation process.
  • Oversees placement of Administrative Casual Staff
  • Prepares, develops and implements procedures and policies on staff recruitment.
  • Ensures that job descriptions are reviewed and updated on a regular basis.
  • Provides advice and assistance with writing job descriptions as required.
  • Prepares to advertise for departmental approval and posts vacancies in approved mediums.
  • Gathers resumes and prepares competition files.
  • Screens resumes in relation to competencies required.
  • Prepares interview schedule.
  • Coordinates and participates in the interview process.
  • Provides final report for manager(s) and the HR Manager involved with the hiring process.
  • Conducts reference and criminal records checks.
  • As directed by the hiring manager, and as approved by the HR Manager, prepares employee letters of offer.
  • Coordinates and facilitates orientation for new employees.
  • Manages the casual employee bank.
  • Coordinates coverage for casual absences.
Recruitment (Student Program) (10%)
  • Coordinates full student recruitment program in accordance with funding partners (e.g., Indigenous Service Canada).
  • Liaises with funding partners.
  • Communicates program details to IRC departments and beneficiary communities and gathers requests for students.
  • Conducts recruitment and orientation processes.
  • Conducts follow-up in accordance with funding guidelines (invoicing, report preparation and submission);
  • Conducts follow-up in accordance with IRC policies (gather student appraisals).
Compensation & Benefits (10%)
  • Administers employee benefits to IRC and provides overall guidance to subsidiaries.
  • Assists with benefits review to ensure cost-effectiveness and coverage.
  • Provides advice and assistance to staff on pay and benefits systems.
  • Conducts research in compensation as required.
HR Office Administration (10%)
  • With the guidance of the HR Manager, develops best practices in HR processes.
  • Develops and amends employment and consultant contracts as directed.
  • Provides human resource support to Community Corporations and subsidiaries as required.
  • Assists with coordinating the annual long service awards ceremony.
  • Leads the coordination of the annual employee Long Service Awards
  • Research, analyze and evaluate alternatives and develop recommendations related to a range of human resources, career development and employee issues
  • Maintain and update HR documentation, databases
  • Assist or lead special projects that arise as part of the IRC Strategic plan
The ideal candidate will have the following combination of education, experience, and knowledge:
  • Post-secondary education in a related field, preferably in Human Resource Management or Career Development.
  • 4 - 6 years experience working within a Human Resources environment.
  • Working knowledge of the fundamentals of Human Resource Management, Employment Standards, Canada Labour Code and Human Rights legislation.
  • Ability to coordinate multiple projects simultaneously and prioritize work effectively.
  • Strong leadership, facilitation, and mentoring skills.
  • Solid ability to prepare clear and concise written communications and demonstrate attention to detail.
  • Strong experience with database and MS Office programs.
  • Willingness to take initiative, exercise sound judgment, and work in a cross-cultural environment.
