Job Description

Overview:BCLC’s two offices are located on the traditional, ancestral and unceded lands of the xʷməθkʷəy̓əm (Musqueam Indian Band), Sḵwx̱wú7mesh (Squamish), and səlilwətaɬ (Tsleil-Waututh) Peoples in Vancouver and the Tk’emlúps te Secwépemc territory, situated within the Secwépemc Nation in Kamloops. We honour and respect the people, the territory, and the land we are part of.Joining the Financeamp; Corporate services team at BCLC means you’ll be working with a dedicated group of talented professionals in Corporate Accounting, Financial Planningamp; Analysis, Procurement, Business Continuity, Facilities, and Business Services.The financial management of a complex organization including lottery operations, casinoamp; community gaming, and eGaming business units, which collectively took in over $1.4 billion in net income last year falls within this group.Working with revenues of well over half a billion dollars in fiscal 2019, an increase over the previous fiscal year, approximately 20% of BCLC’s total revenues which represents BCLC’s largest player base, our Lottery finance operations group is responsible for recording the gross gaming wagers and direct costs related to Lottery operations including manually recording lottery transactions, ILC funding and reimbursements, instant game management and more.As a Crown Corporation that earns more than a billion dollars in annual revenue, BCLC’s commitment to giving funds back to the province is an integral part of our business, but still only one piece of the picture. We all are winners when differences are respected, valued and celebrated.Job Summary:The Senior Specialist, Vendor Performance Management manages BCLC’s strategic vendor performance management processes to promote positive working relationships between BCLC and various vendors to assist in the success of the organizations critical programs.Working collaboratively with the business units this role provides performance measurement, risk, and reporting and facilitates change as required to support the business. In addition, the Senior Specialist, Vendor Performance Management collaborates with various levels of management to report results, identify improvement opportunities, and demonstrate improved vendor performance and support vendor relationships.Key Accountabilities:

  • Manages vendor integration efforts and implementing solutions to improve vendor relationships.
  • Establishes measures for strategic vendors and provide organizational and divisional reporting on vendors covering compliance, relationship, risk, performance management.
  • Develops, administers, and improves process, procedures and tools for vendor risk and vendor performance management.
  • Participates in vendor contract reviews and recommends changes to contract terms to meet business needs.
  • Interprets and translates ambiguous situations in a structured vendor performance management framework based on BCLC’s strategies and business planning priorities.
  • Provides and presents briefing notes to internal stakeholders and vendors, providing qualitative and quantitative analysis to support improvement plan.
  • Builds and improves vendor management guidelines, tools, and tactics, and provide support to internal business units.
  • Develops and sets schedules, deadlines and timelines in response to broader organizational priorities and manages/leads multiple medium projects within the department and across functions.
Minimum Required Qualifications:Education and Experience
  • A degree or diploma business related discipline;
  • A Certified Professional Purchasing certification would be an asset;
  • 4-6 years contract specialist and progressive purchasing experience, including at least 3 years of supplier relationship managementexperience;
  • An equivalent combination of education and/or experience may be considered.
Technical Requirements
  • Sound working knowledge ofvendor performance management processes, both in the private and public sector;
  • Strong knowledge of data based and computerized purchasing systems;
  • Demonstrated leadership skills including the ability to act as a change agent to champion continuous improvement;
  • Proven working knowledge in project management;
  • Demonstrated ability using negotiation principles and practices;
  • Ability to interpret and translate ambiguous situations into a structured framework with clearly defined deliverables;
  • Ability to effectively deliver recommendations and prepare proposals;
  • Excellent problem solving and analytical thinking/innovation;
  • Exceptional time management and multi-tasking skills;
  • Strong interpersonal, communication and presentation skills;
  • Knowledge of variety of software applications i.e. Microsoft suite;
  • Working knowledge ofbusiness support systems including contract management module, and vendor performance management function would be an asset;
  • Understanding of B.C. gaming industry would be an asset;
  • Knowledge of BCLC’s products and exposure to gaming industry would be an asset.
