  • Under the direction of the Operations Manager, be responsible for the assigned work at the DOMC.
  • Supervise Distribution Operation Controllers in the dispatch of Regional Line Maintainer and Customer Service Representative crews.
  • Administer applicable policies and procedures.
  • Assess, plan, prioritize and schedule work.
  • Be accountable and promote the safety of the unit.
  • Monitor work in progress, review work methods, processes and ensure that appropriate resources are available.
  • Assist in maintaining a high level of public, customer and employee relations.
  • Ensure that staff is adequately trained. Provide and maintain necessary data and reports.
  • Supervise staff in the DOMC on a 7x24 hour rotating shift basis to effectively manage distribution system planned and forced outages, system performance analysis and outage management support.
  • Manage the distribution system to minimize customer impact and optimize system performance through established processes and procedures.
  • Monitor safety, quality and quantity of work, time and accomplishment reporting, and conduct cost effectiveness.
  • Take and/or recommend appropriate positive feedback and recognition.
  • Ensure discipline is maintained through monitoring of subordinate activities and take appropriate action.
  • Participate in personnel matters in areas such as interviewing, selecting, disciplining, evaluating and motivating staff.
  • Administer policies, procedures, applicable legislation and the collective agreement(s) as required. Be familiar with appropriate policies and procedures, obtain guidance where necessary and provide interpretations for staff.
  • Assess, plan and schedule work for the DOMC. Based on future needs establish annual work program, assist in budget preparation, monitor program status and report progress.
  • Assign appropriate portions of work program to subordinates.
  • Develop and implement changes in program to meet changing conditions.
  • Review priorities and resources and take appropriate action to meet needs.
  • Assist in the preparation of the safety program using OHSC material as applicable to meet local needs.
  • Provide safety leadership to subordinates.
  • Monitor effectiveness of the program by observation and review of incident reports.
  • Participate in accident investigations as required.
  • Conduct safety analysis to identify and safeguard hazards for jobs not covered by established procedures.
  • Identify hazards to staff and advise supervisor as required.
  • Deal effectively with external and internal customers, to resolve all issues quickly and proactively.
  • Monitor work in progress through review of assignments with staff. Take or authorize corrective action where necessary.
  • Monitor the performance and progress of assigned work to field forces from the DOMC.
  • Supervise the prioritization of trouble calls.
  • Ensure appropriate resources are available to complete work.
  • Review established processes and evaluate performance. Develop and implement new processes and effectively introduce to the staff.
  • Monitor progress, provide feedback and recommendations for changes.
  • Evaluate staff training needs and recommend improvement programs as appropriate. Arrange technical upgrading sessions as required.
  • Provide coaching, counseling, evaluation and career planning through regular performance reviews with staff.
  • Provide data and the necessary reports on activities to supervisors and stakeholders.
  • Perform other duties as required.
Selection CriteriaEducation:
  • Requires a basic knowledge of electrical principles associated with overhead and underground facilities of all distribution voltages.
  • Requires knowledge of computer technology in order to utilize various software. Requires good oral/written communication skills to prepare reports.This knowledge is considered to be normally acquired through the completion of Grade XII plus 2 years further concentrated study.
Experience:
  • Requires experience in line construction, maintenance and trouble call management.
  • Requires experience in Lines safety, Work Protection Code, Distribution Lines Standards, techniques, fuse coordination, joint use, lines related material, map reading and lines trade equipment.
  • Requires an understanding of Lines work methods and procedures peculiar to the various geographic regions across the province.
  • Requires experience in the supervision of staff and in public relations responsibilities.
  • A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.
