Coordination and collaboration within Facilities Services, as well as with other College schools and departments is essential to maintaining a high degree of security under normal and emergency situations. The Campus Security Specialist is a member of the Campus Security team, which is responsible for day-to-day activities to ensure a safe and supportive environment for students, staff and faculty to work and study. In addition to providing primary response to and security incidents, the Campus Security Specialist investigates issues of student and staff conduct making recommendations to the Manager, Protection Services for appropriate solutions, provides oversight over all building electronic security systems and assists in supporting Camosun’s emergency management program.B) REPORTING RELATIONSHIPS

  • The Campus Security Specialist reports to the Manager, Protection Services
C) ESSENTIAL JOB FUNCTIONS
  • Provides primary response to issues of public, student and staff safety, advising on personal, and physical security; and emergency situations
  • Manages contracts for security services such as guard services and alarm monitoring;
  • Establishes trust and cultivates a positive presence on campus, becoming the on- site subject matter expert on protection and security related issues;
  • Liaises with external agencies, committees, groups, and other off-campus agencies on crime prevention, and security related issues;
  • Liaises with College departments and schools to promote strong working relationships and promote a protective planning method on related issues.
  • Liaises with the Student Support Managers, providing security and investigative support in the case management of student conduct issues;
  • Supports other College teams and employees with special advice and services
related to personal safety and security on campus;
  • Investigates incidents related to College polices, security, student conduct and confidential matters; ensuring that best practice investigation techniques (such as interviewing witnesses, victims, suspects, and relevant parties) and resources are utilized.
  • Interprets and applies legislation, and Camosun College policies and procedures when receiving and responding to complaints from the campus community and the general public;
  • Assists the Emergency Manager with the College’s emergency management program through ongoing training of staff, conducting drills, and maintaining and updating plans;
  • Assists the Emergency Manager in determining and planning of personnel and deployment of resources in the event of an emergency or disaster;
  • Collaborates with the Manager, Protection Services, Director Facilities Operations, faculty, staff, and students to develop, implement, and maintain protection services that are effective and responsive to the campus community’s needs and are in keeping with Camosun College’s mission and goals;
  • Collaborates with college stakeholders and develops strategies for enhancing College safety and security. This involves the promotion of community policing, educational programs, and preventative measures;
  • Provides advice, consultation, information, and training to faculty, staff, and students with respect to College security matters;
  • Oversees on site contractors and actions any items requiring follow up on behalf of Camosun College;
  • Regularly tours the campus, buildings and grounds to ensure compliance with college policies, procedures and guidelines;
  • Creates, maintains and manages Campus Security reports for quality assurance. Ensures confidentiality, security and statutory compliance of personal records and investigative reports
  • Develops, implements, maintains and operates electronic security systems including: intrusion alarms, CCTV, access control, and emergency communication systems and services;
  • Provides technical assistance by troubleshooting issues, proposing solutions with vendors, and arranging for service in the maintenance of electronic security systems;
  • Assists in coordinating Safer Campus initiatives;
  • Maintains statistics and records and prepares related reports;
  • Represents the College and Department on various internal and external committees as required;
  • Participates in relevant Professional associations and meetings;
  • Participates in risk assessment exercises;
  • Oversight of systems related to emergency phones, CCTV camera’s, security alarm systems, door & gate access control and other security equipment on both campuses;
  • Performs other related duties as assigned.
QualificationsD) KNOWLEDGE, SKILLS AND ABILITIES
  • Deals with complaints and cases involving safety and security concerns in a calm manner while maintaining confidentiality throughout;
  • Must have excellent verbal and written communication skills;
  • Must have excellent interpersonal, conflict resolution, team building and problem solving skills;
  • Must have excellent investigative and reporting skills;
  • Demonstrated knowledge of personal safety and security issues, regulations and practices related to a large multi building campus
  • Demonstrated experience operating, administering and troubleshooting electronic access control systems, CCTV systems and related technologies
  • Highly desirable is the proven commitment to expand professional knowledge in security, threat assessment, technical security and other related areas
  • Demonstrated ability to appropriately and successfully respond to complaints involving safety and security concerns;
  • Demonstrated knowledge of concepts such as threats, risk, vulnerability and measures to reduce or manage organizational exposure
  • Ability to gain trust, develop and maintain collaborative relationships with sensitivity and respect;
  • Must have ability to negotiate and influence others;
  • Demonstrated ability to exercise sound judgment in resolving complex or sensitive issues;
  • Ability to work independently and as part of a team towards a common goal;

  • Must have thorough understanding of the Criminal Code of Canada, Federal and Provincial Statutes;
  • Must have competence with Microsoft Office applications;
E) QUALIFICATIONS
  • Undergraduate degree in a relevant field, such as criminology, security management, emergency management, and/or equivalent combination of education and experience;
  • Must hold, or obtain within 6 months of employment, Province of British Columbia Security Worker License with Private Investigator and Security Guard Endorsements;
  • 5 years’ related experience in conducting investigations, and
  • 5 years’ related experience working with electronic security systems, such as access control, CCTV and intrusion alarms systems;
  • Recent experience instructing personal safety or other security related programs;
  • Recent experience conducting risk assessments (Threat Assessment, CPTED etc.).
  • Ability to maintain client focused services with evolving priorities
