ABOUT USTrans-Northern Pipelines Inc. (TNPI) operates regulated pipelines to safely transport the refined petroleum products (gasoline, diesel, aviation, and heating fuel) used by Canadian businesses and consumers every day. These pipelines connect refineries in Edmonton to Calgary, including the Calgary International Airport; and refineries in Nanticoke, Ont., and Montreal to the Greater Toronto Area (GTA), with lateral pipelines to Ottawa as well as to Pearson International Airport and Pierre-Elliot Trudeau International Airport. TNPI achieves operational excellence in four pillars: Safety, Environment, Reliability and People.POSITION SUMMARYReporting to the Team Lead, Environment, the Advisor, Environmental Protection is the environmental subject matter expert providing environmental regulatory oversight and management needed to support TNPI Operations. This position assists with the development, training, implementation, and continuous improvement of the business’s environmental protection program (EPP), facilitates and monitors compliance with environmental regulatory requirements, and is a key contributor to the corporate environmental culture.This position is expected to interface closely and align environmental initiatives with internal and external stakeholders associated with TNPI assets. This will be accomplished through coordinated efforts with company leadership and through day-to-day engagement with Environment, Engineering, Regulatory Affairs and Operations staff.OEMSThis position is accountable for ensuring that all aspects of work comply with safe work practices, all applicable codes, standards, regulatory requirements and TNPI’s Operational Excellence Management System (OEMS).Security, Environment and Health & SafetyThis position performs their job effectively safely, securely, and in a manner protective of the environment, and complies with TNPI Safety and Environmental Absolutes.KEY RESPONSIBILITIESEnvironmental Protection Program

  • Manage the development and continuous improvement of the corporate EPP, including related management system documents, tools and training modules.
  • Act as environmental training content owner and participates in EPP training needs assessment activities.
  • Participate in internal and external EPP-related audits, effectiveness and management reviews.
Subject Matter Expertise
  • Facilitate and monitor compliance with existing environmental permit application processes and continually assess opportunities to streamline permitting processes.
  • Assist in the development of new or improved environmental programs to drive performance towards zero incidents.
  • Assess the environmental impact of regulatory changes to operations and communicates requirements and potential risks to Team Lead.
  • Manage the preparation and submission of regular environmental regulatory reporting and assist in the preparation of letters and presentations to stakeholders (regulatory authorities, agencies, municipalities, leadership, owners, etc.).
  • When required, provide support related to regulatory orders/directives, inspections/ assessments, and information requests.
  • When required, represent TNPI on environmental matters involving stakeholders.
  • Participate as a subject matter expert in the completion of Risk Assessments and Job Safety Execution Plans (JSEPs).
  • When required, provide support related to requests for qualifications/proposals with environmental aspects.
  • Provide environmental analysis and trends to identify corrective action plans for continuous improvement.
Events, Investigation & Reporting
  • Promote and manage the reporting of environmental near misses, HIDs (hazards identification) and incidents (spills, releases, and non-compliances).
  • Complete preliminary risk assessments of environmental events and coordinate the assignment of investigations or corrective actions.
  • Act as a team member to conduct root cause analysis for environmental incidents.
  • Conduct or assists in environmental incident investigations, when required.
  • Provide 24/7 support to emergencies, member of the ERT (Emergency Response Team) and complete all appropriate training to support the Environmental Unit as part of the Planning section, including ICS – Incident Command System.
Safety & Environmental Initiatives
  • Promote “zero incident” safety culture and support appropriate programs to achieve the target of no harm to people and environment.
  • Where required, support the Environment Team Lead to implement new environmental initiatives.
  • Manage the development and distribution of Environmental Newsletters to the organization.
  • Assist in the preparation and facilitate quarterly Environmental Engagement Sessions for the organization.
EDUCATION AND EXPERIENCE:
  • Post-secondary education in Environmental subject matter or equivalent combination of post-secondary education and environmental work experience. University Bachelor’s Degree in Environmental Science or Engineering Preferred
OTHER QUALIFICATIONS:
  • EP(CEA) - Environmental Professional specialized as a Compliance, Environmental Auditor, Preferred
  • EP(EMSA) - Environmental Professional specialized as an Environmental Management Systems Auditor, Preferred
TECHNICAL SKILLS & SPECIALIZED KNOWLEDGE EXPERIENCE
  • French Bilingual, Preferred
  • Knowledge of linear infrastructure and familiarity with the pipeline or Hydrocarbon Industry
  • Environmental Assessments and Audits
  • Environmental regulations (provincial - Ontario, Quebec, Alberta, and federal)
  • Project management
  • Intelex Software, Preferred
  • Incident Command System, emergency response, Preferred
  • Experienced in the incident investigation process and various methodologies including SCAT, Preferred
TRANSFERRABLE SKILLS
  • Strong interpersonal skills
  • Strong verbal and written communication skills
  • Proven ability to influence in an operations setting using non-authoritative leadership (NAL) skills
  • Requires a high degree of ownership of environmental issues
  • Courage to make difficult and quick decisions in emergency situations
  • Ability to understand TNPI’s limitations and work with Leadership in accordance with expectations, Preferred
YEARS OF POSITION RELATED EXPERIENCE
  • Minimum 5-10 years in Environmental field. Preferred 5+ in the pipeline industry
WORKING CONDITIONS
  • Position may work in office or remotely however applicant must be able to physically attend the office.
  • Position will require occasional travel (5%) in Ontario, Quebec and Alberta
