Attention Engineering Professionals!We are seeking a highly motivated and results-oriented leader with a solid background in highway design, construction, and maintenance to join our management team at the Ministry of Transportation. If you have a passion for delivering excellent services, consider this exciting opportunity to work with a talented team of professionals and contribute to the improvement of the highway network.As the Head of Corridor Management, you will be responsible for managing and overseeing regional corridor management functions and activities. This will include but not be limited to conducting land development and planning reviews, managing access management, entrances, encroachments, building and land use as well as signage. You will also provide technical advice on permit applications, development proposals, land use proposals, and other corridor management related issues. Your expertise will ensure the long-term viability and integrity of the highway network within the western region is protected.About Us:The Corridor Management Section ensures the equitable administration of the ministrys corridor management legislation, policies, standards and procedures. The section administers activities required to determine, convey, and promote the ministrys position with respect to One Window and Municipal Plan Review planning applications, developer and property owner land use and development proposals, requests for access onto or in the vicinity of the highway and related inquiries and their potential impacts to the provincial highway corridor.   • Manage and coordinate the activities of the Corridor Management section staff.
  • Plan, organize and manage regional corridor management functions and activities.
  • Provide land use planning and engineering expertise and resources to regional senior management.
  • Provide technical advice on permit applications, development proposals, land use proposals and other related issues.
  • Protect the long-term safety, viability and integrity of the highway network within the region.
How do I qualifyMandatory
  • You must be licensed by the Professional Engineers of Ontario (PEO).
  • This position requires time-to-time travels within the West Region. The applicant must have a valid class G drivers license or equivalent as recognized by the Province of Ontario.
Leadership and Management Skills
  • You have strategic leadership and management skills to provide leadership to a diverse, multi-disciplined team and oversee and schedule work in accordance with corporate and divisional priorities.
  • You have a dedication for developing, building and leading organizational capacity through inclusive, positive, and values based leadership in areas of organizational design, recruitment, talent and performance management and labour relations matters.
  • You have the ability to be responsible for the overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related services.
  • You have sound judgement and political acuity skills to provide authoritative advice and guidance to senior management.
  • You have demonstrated the leadership behaviors, attributes and mindsets to lead the OPS into the future.
Technical Skills and Knowledge
  • You have advanced knowledge of the theories, principles and practices of civil engineering with emphasis on transportation planning, corridor management and highway design.
  • You have thorough knowledge of related acts and regulations (i.e. Public Transportation and Highway Improvement Act, Drainage Act, Planning Act, Environmental Assessment Act, Highway Traffic Act, etc.), the ministrys engineering policies and procedures, design and construction standards and specifications.
  • You have the ability to identify deficiencies in corridor management projects and to establish the framework for the creation of new business opportunities to finance highway operations.
Program Management Skills
  • You are able to plan, develop and implement new or modified, policies, contract documents and contract specifications, processes, procedures and performance requirements for the delivery of quality highway maintenance, operations and contract administration.
  • You have management techniques to manage the review, analysis and approval of regional building and land use, encroachment and signs and permits, provide authoritative advice on pending issues impacting on the highway system.
  • You have prior knowledge with budgetary and financial processes to prepare, implement fiscal and performance budgets, multi-year and annual work plans, and monitor/report on budget allocations.
  • You have excellent planning, organizational and project management skills to plan and coordinate work plans and resources, establish performance measures and assess effectiveness.
  • You have proven analytical, problem-solving and decision-making skills to assess requests for deviations from ministry policies, provide thorough review for approval or refusal of permits and correct infractions using progressive measures.
Communication, Negotiation and Relationship-Building Skills
  • You have excellent consultation, negotiation, communication and presentation skills to promote consensus, negotiate agreements, provide advice and information as well as make presentations and prepare reports.
  • You have the ability to establish effective working relationships with colleagues, associates, senior officials, developers and the public.
  • You have advanced knowledge and techniques for managing stakeholders, including communicating with senior government officials, managers, industry representatives, field staff, contractors staff and other ministries.
