Job Description

The City of Medicine Hat is seeking a dynamic and experienced individual to serve as the Chief Electoral Officer. In this role, you will be responsible for overseeing all aspects of the electoral process within the city, ensuring fair and transparent elections that uphold the principles of democracy. As a key leader, you will work collaboratively with stakeholders to promote voter engagement and uphold the integrity of the electoral system. This is a temporary position for 15 months beginning in September 2024. Key Responsibilities: Election Planning and Administration:

  • Develop and implement comprehensive plans for conducting municipal elections, including timelines, budgets, and logistical arrangements.
  • Coordinate with municipal departments, election workers, and community partners to ensure smooth and efficient election operations.
  • Oversee the preparation and distribution of election materials, voter registration processes, and polling station setup
Legal Compliance and Policy Development:
  • Stay informed about municipal electoral laws, regulations, and policies, and ensure compliance throughout the electoral process.
  • Provide expert advice and guidance on electoral matters to city council, candidates, and the public.
  • Collaborate with legal experts and policymakers to develop and update municipal electoral legislation and regulations as required.
Voter Education and Outreach:
  • Develop and implement initiatives to educate and engage voters, including public information campaigns, outreach events, and educational resources.
  • Work closely with community organizations, schools, and media outlets to promote voter participation and awareness of electoral rights and responsibilities.
Election Monitoring and Oversight:
  • Establish mechanisms for monitoring and evaluating the integrity and fairness of municipal elections.
  • Investigate and address any reports of electoral irregularities, misconduct, or fraud in a timely and impartial manner.
  • Ensure transparency in electoral processes and outcomes through accurate reporting and disclosure of election results.
Stakeholder Engagement and Collaboration:
  • Build and maintain effective relationships with city council members, municipal staff, political candidates, and community stakeholders.
  • Foster collaboration and consensus among stakeholders on electoral reforms, policy initiatives, and operational improvements.
  • Represent the City of Medicine Hat in public forums, community meetings, and intergovernmental discussions related to electoral matters.
Qualifications:
  • A bachelor #39;s degree in political science, public administration, law, or a related field. A master #39;s degree is preferred.
  • Extensive experience in election administration, electoral law, or related fields, with a proven track record of leadership and achievement.
  • Thorough knowledge of municipal electoral principles, procedures, and best practices, with a commitment to democratic values and principles.
  • Strong organizational and project management skills, with the ability to manage complex processes and multiple priorities effectively.
  • Excellent communication and interpersonal skills, with the ability to engage with diverse stakeholders and facilitate constructive dialogue.
  • High level of integrity, impartiality, and professionalism in conducting electoral duties, with a commitment to transparency and accountability.
  • Familiarity with electoral technology and software systems, such as voter registration databases and electronic voting machines, is an asset.
