Through effective leadership of the team, the MAQS ensures the team operates in accordance with national standards adhering to applicable quality assurance processes in the work they do to support the FIR and ATS Standards.With a focus on building and maintaining commonality, and ensuring compliance with internal standards and regulatory requirements, the MAQS oversees and supports three core areas within an assigned FIR: ATS Procedures, Operational Proficiency and Quality Assurance.Job DescriptionKey Accountabilities:ATS Procedures

  • Through the UPS/AOS Team:
    • Ensure the dissemination of national standards and procedures. When issues are identified, provide timely feedback to ATS Standards Delivery and use sound judgement to address concerns or escalate to the National Manager, ATS Standards Compliance for resolution
    • Support ATS Standards Delivery, as required, in the development of new or amended ATS standards and procedures
    • Manage the development, review and approval of local procedures and ensure unit documentation is maintained in accordance with internal standards (Ex. ATSAMM) and regulatory requirements (Ex. CARs). This includes inter-unit procedures and the associated Accords
    • Assess and manage requests for Director Approval Letters, waivers, clarification, or changes to ATS Standards documentation through the Operational Request (OR) process
    • Support change safety risk activities related to standards and procedures
  • Support unit-level, inter-unit or FIR-wide procedures meetings/briefings
  • Under the Field Deployment Model (FDM), act as the FIR Stream Lead for ATS Standards and Procedures
  • As requested by the National Manager, ATS Standards Compliance, lead reviews of the application of ATS Standards & Procedures in operational environments within the assigned FIR
Operational Proficiency
  • Act as a resource person and provide support for proficiency evaluators and unit managers
  • Support proficiency evaluator training sessions as requested by unit managers
  • Recommend evaluator courseware improvements to ATS Standards Compliance when appropriate
  • Support a yearly meeting(s) with proficiency evaluators of their FIR to encourage the exchange of best practices, answer questions and ensure consistent application of the proficiency program
  • When required, distribute ATS Standards Compliance communication and notifications to evaluators
Quality Assurance
  • Ensure development and implementation of consistent processes that ensure the effectiveness of quality assurance for the FIR in support of internal standards and regulatory requirements
  • Monitor, verify, and evaluate the effectiveness of policies, processes, and procedures
  • Support Nav Canada Safety and Quality and Transport Canada during PVIs, and/or audits, as the FIR point of contact for safety and quality assurance
  • Report on deficiencies and improvement opportunities
  • Identify quality assurance deficiencies; design, develop and implement recommendations to address identified issues in a timely and effective manner through the Quality Assurance Program
Requirements:Experience
  • Previously licensed or recognized by Transport Canada to deliver Air Traffic Services or equivalent experience.
  • Operational unit management or supervisory experience an asset.
  • Experience with Regulatory Requirements of Transport Canada
  • Experience with the Safety Management Systems
  • Experience in project management or project teams
Knowledge
  • Knowledge of a Just and Learning Culture and SMS.
  • Knowledge of CARs, DAH and TC regulatory requirements.
  • Knowledge of NAV Canada internal standards, procedures and operational requirements as defined in documents such as MATS, ATSAMM and the Operational Proficiency Program Manual.
  • Knowledge of air traffic control standards and criteria; general understanding of aircraft flight and navigational characteristics as well as operational capabilities.
Abilities
  • Strong written communication, facilitation, and presentation skills in producing comprehensive briefings and correspondence as well as leading meetings, discussions and forums.
  • Strong leadership skills.

  • Effective interpersonal and human relations skills in developing a productive work environment and in addressing customer relations.
Working Conditions
  • Work requires traveling to support employees and attend meetings with stakeholders.
Work location can be either Moncton ACC or Gander ACC. This role has been classified as hybrid under the flexible work arrangements.We require drug screening for all candidates offered positions designated as safety sensitive in accordance with NAV CANADA’s Drug and Alcohol policy.
