  • Manage carrier compliance with unique Master Agreement conditions pertaining to Telus, Rogers and Freedom Mobile (in-building and macro), engaging the carriers and stakeholder FHA depts for input, assistance and approval as required and appropriate per FHA corporate policy.
  • Receive, review, process, coordinate and communicate to FHA stakeholders as required for the approval of applications to install or modify telecommunications equipment on FHA properties and buildings from third party telecommunications companies.
  • Assist with negotiating License Agreement(s) and/or Agreement Schedule addition(s) for third party telecommunications equipment installations or modifications.
  • Liaise with the telecommunications applicant and FHA departments to assist applicants in development of efficient engineering designs, drawings and a construction schedule for FHA approval.
  • Regarding FHA capital projects establish a project budget, team structure and provide leadership to project teams on facilities projects by directing the work of the contractors, consultants and designated capital projects or FMO staff, and supervising the work of assigned capital projects or FMO staff ensuring the completion of the work to the required standards.
  • Liaises with IMIT, FMO, capital projects teams, vendors and Telecom carriers on matters pertaining to High Band (Cellular) and Low Band (UHF), Microwave or fibre transport backhaul components of telecommunications systems.
  • Liaises with IMIT, FMO, capital projects teams, vendors and mobile communications providers on matters pertaining to internal and external Facilities Maintenance communications networks, portable / mobile communications devices and supporting network wiring and devices.
We would like you to have:
  • Diploma in Telecommunications, Civil or Electronic Engineering, or Electrical Trades Qualification Certificate supplemented by appropriate formal training in telecom carrier License Agreement negotiation, project management of telecommunications projects and BICSI training or equivalent in structured cabling, grounding, bonding and outside plant.
  • Seven (7) to nine (9) years recent, related experience in managing, leading and directing telecommunications projects within a large, complex organization, or an equivalent combination of education, training and experience.
  • An equivalent combination of education, training and experience is acceptable

  • Develop and manage the project plan(s) in conjunction with Project Managers, Facilities Planners and Managers, and FMO for the onsite construction projects ensuring successful and coordinated completion of the facilities construction project. Conducts regular construction site inspections to ensure construction and equipment installations comply with approved design drawings and maintenance requirements.
  • Review engineering drawings and specifications produced by external project consultants, Carriers, systems and device vendors ensuring the efficient and effective use of space and power and proper integration of systems and processes with existing systems and processes. Reviews project design and scope making recommendations as required.
  • Manages Carrier and vendor access to all FHA sites and supervises installations, modifications and maintenance of all equipment in compliance with telecommunication carrier Master Agreement & Access Protocol and vendor service agreements.
  • Takes leadership to resolve schedule, construction and operational issues (interference) with or between Carriers and vendors in compliance with regulatory agencies.
  • Maintains current knowledge of all regulatory requirements and commonly accepted standards including WorkSafe BC, fire, building, electrical and plumbing and all local by-laws and other related regulations.
  • Seeks Authorization for and coordinates systems shutdowns affecting the campus operations.
  • Liaises with project stakeholders and sponsors to communicate the project status and work activities affecting the campus operations.
  • Provides guidance in resolving construction-related issues pertaining to telecommunications, in collaboration with stakeholders and staff; assists with the resolution of disputes with construction contracts/consultants.
  • Provides assistance to FHA during the design development stage, focusing on telecommunications construction implementation issues and value management; assists the Facilities Planners and the Facilities Maintenance & Operations Managers in planning and implementing designated projects.
  • Represents FH on matters relating to the construction and commissioning phases of the project including equipment installation; works in partnership with stakeholders and staff to develop project management and construction standards and procedures.
  • Provides quality control in collaboration with advisors to ensure that the project meets FHA requirements as set out in the contract.

  • Ability to develop an agreed implementation schedule.
  • Working knowledge of Access & Operational protocols.
  • Possesses strong knowledge of typical structural design requirements, electrical requirements, radio frequency testing, construction and maintenance of DAS and Cellular telecommunications sites.
  • Demonstrated experience working with Municipal, Provincial and Federal legislation, regulations, codes and by-laws, WSBC requirements pertaining to cellular telecommunications designs and installations.
  • Demonstrated ability to interpret blueprints and drawings.
  • Ability to operate related equipment including relevant software applications.
  • Experience working in and/or leading a cross function-al team of design professionals
  • Ability to work in all physical areas of the FHA properties
