Job Description

POSITION PURPOSEReporting to the Manager, Transportation Long-Term Planning is responsible for developing, implementing and monitoring the Transportation Master Plan to meet current and future needs of the Region in an affordable and sustainable manner; monitoring and reviewing provincial and municipal plans, policies and guidelines and the Region’s Strategic Vision and Official Plans and preparing responses to address transportation impacts; developing, recommending, implementing and evaluating viable, strategic policies to meet identified Branch needs as it relates to delivering transportation services; researching, evaluating and testing policy and program development concepts; developing quality assurance and risk management policies and planning objectives; promoting collaboration within and between project teams; and preparing reports and briefing materials for senior management.MAJOR RESPONSIBILITIES

  • Assists the Manager in conducting the Transportation Master Plan study and implementing its updates.
  • Coordinates development, implementation and monitoring of planning initiatives, policies and actions as identified in Transportation Master Plan and prepares regular updates.
  • Represents Department’s vision and advocates for transportation planning needs by providing input into Municipal Comprehensive Review process to update Regional Official Plan.
  • Actively contributes to branch planning and strategic initiatives towards realization of long-term goals.
  • Provides input to business planning, budgets, expenditure monitoring for Branch.
  • Provides input for and implements decisions from Manager to optimize return on investment, align team efforts with Department goals and make effective use of resources.
  • Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
  • Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
  • Responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing.
  • Liaises, fosters and maintains positive relationships with internal staff and external contacts, government and non-government agencies and the public.
  • Assumes functions of the Manager in that person’s absence, as directed.
QUALIFICATIONS
  • Successful completion of a University Degree in Civil, Transportation Engineering or Planning or related field or approved equivalent combination of education and experience.
  • Current registration with a recognized professional planning or engineering organization.
  • Minimum three (3) years’ demonstrated experience in all aspect of transportation planning and in quality and project management and including demonstrated minimum of one (1) year of direct supervisory experience.
  • Thorough knowledge of transportation planning, environmental assessment and master planning principles, concepts, practices, methods and legislation, in the Greater Golden Horseshoe context and roles of different levels of government.
  • Demonstrated knowledge of transit systems, roads planning, transportation demand management, travel demand modelling and forecasting and sustainable transportation principles, concepts, practices, methods and legislation.
  • Experience in leading projects or work groups, organizing numerous tasks, setting priorities and meeting deadlines.
