Job Description

POSITION PURPOSEReporting to the Program Manager, Integrated Waste Management Strategy, is responsible for the implementation of the Strategy; researching, planning, evaluating, developing and coordinating regular updates to the Strategy; coordinating, tracking and reporting on progress on Strategy implementation; assisting with liaison with our local municipal partners and waste management stakeholders, including local businesses, charitable organizations, school boards, and community groups; developing strategies for reduction, reuse, recycling, advocacy initiatives and continuous improvement and establishing linkages with other business units and Departments to ensure approaches that support outcomes identified in the Strategy are acted upon.MAJOR RESPONSIBILITIES

  • Researches, develops, organizes and/or maintains waste management projects and programs for the Region and its stakeholders.
  • Develops work plans, budgets, timelines, goals and objectives for pilot projects and ongoing programs.
  • Researches, provides comments and makes recommendations to the Supervisor to support waste diversion and disposal strategies, projects and programs; prepares drafts reports, for the Environmental Services Committee to obtain approvals for projects and/or programs and to provide status reports.
  • Monitors, researches, analyses and comments on regulations, by-laws, procedures, practices and policies of the Region and Federal/Provincial/Municipal levels, pertaining to solid waste management.
  • Identifies best practices amongst municipal and private sector service providers and develops performance indicators for Regional programs, services and practices.
  • Works with municipalities, recycling contractors, consultants, businesses, residents, agencies and other stakeholders to develop new methodologies, policies, by-laws and procedures and makes recommendations to the Program Manager.
  • Oversees the work of consultants and contractors to ensure successful contract management and program delivery; reconciles contractor invoicing and makes recommendations for payment.
  • Chairs or participates in meetings, committees, work groups and task forces, as assigned.
  • Prepares correspondence for the signature of the Program Manager and/or Manager.
  • Performs other duties as assigned in accordance with Branch and Department objectives.
QUALIFICATIONS
  • Successful completion of a University Degree in environmental studies/science, or related field or equivalent approved combination of education and experience.
  • Minimum three (3) years of demonstrated project management experience in the field of solid waste management or related environmental field and social marketing or major marketing campaign.
  • Thorough knowledge of the waste management industry and related practices and policies.
  • Demonstrated project management experience in the 4Rs (reduction, reuse, recycling, recovery) and pilot programs.
  • Excellent communication skills to convey technical issues to stakeholders and various media and to deal effectively with the public and government officials.
  • Strong knowledge and understanding of relevant Provincial and Federal legislation.
  • Valid Ontario Class “G” driver’s license, free of serious offences under the Highway Traffic Act
  • Knowledge and demonstrated ability in corporate core competencies including customer focus, communication, collaboration and personal ownership.
