Job TitleProperty ManagerStatusPermanent Full-TimeTemporary - Approximate length of assignment, in monthsType of Positiona ReplacementStart DateDecember 31, 2022SalaryAnnuallySalary Grade$105,794.00 - $120,149.00DepartmentYork Region -> Community & Health Services -> Housing ServicesLocationHsg - HYI Newmarket - 17150 Yonge Street - Newmarket, ON L3Y 8V3 CA (Primary)remote work opportunities may apply - CAJob Description (E)POSITION PURPOSEReporting to the Manager, Housing York Inc. is responsible for the delivery of property management functions including day to day maintenance, tenant relations and placement, and lease administration, in a designated housing portfolio in accordance with established legislation, Regional policies and procedures.MAJOR RESPONSIBILITIES

  • Supervises the day to day and preventative maintenance programs to assess the condition of buildings and grounds within assigned portfolio; identifies and prioritizes maintenance requirements to maintain, repair or upgrade housing units and grounds; conducts regular inspections, including contractors work, to ensure compliance with acceptable standards, security, safety and fire prevention requirements; and conducts final inspection of contracted work.
  • Supervises the tenant placement function for assigned buildings and ensures timely screening, selection and placement of applicants within prescribed provincial/municipal guidelines to minimize vacancy losses and create a harmonious living situation at the assigned sites.
  • Ensures the financial integrity of designated housing portfolio by approving and monitoring allocation of vacant units to minimize vacancy/rent losses; ensures rent geared-to-income rates are calculated in accordance with appropriate rent calculation policies and procedures, rent adjustments are processed as necessary, and rents are collected and deposited within specified time frames.
  • Investigates and takes appropriate action to resolve rental arrears issues and lease infractions that impact on rent (e.g. misrepresentation of income); investigates and recommends legal action as required.
  • Supervises staff, including recruitment, selection, hiring, assigning work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
  • Schedules staff, assigns work, monitors work flow, and makes recommendations for efficiencies and improved customer service.
  • Prepares and monitors the operating budget for assigned portfolio; authorizes expenditures within prescribed limits for the day-to-day maintenance and refurbishing of units as well as employee expenses as directed.
  • Responds to the needs and concerns of tenants including interpreting and explaining legislation, Regional housing policies and procedures governing tenancy and investigating and resolving a variety of tenancy issues and/or lease violations.
  • Performs other duties as required to meet Divisional/Branch and Departmental objectives.
QUALIFICATIONS
  • Successful completion of a Community College Diploma program in Social Sciences, Urban Studies or related field or recognized property management designation such as Certified Property Manager, Institute of Housing Management or approved equivalent combination of education and experience.
  • Minimum five (5) years related property management experience involving management and maintenance of multi-unit social housing residential buildings, budget control, as well as experience in human resource management in a unionized environment.
  • Valid Ontario Class “G” driver’s license and reliable vehicle for use on corporate business.
  • Satisfactory Police Criminal Background Check.
  • Thorough knowledge of housing programs, policies and procedures and the ability to understand, interpret and apply related legislation such as the Residential Tenancies Act, Ontario Fire Code and Ontario Building Code, local by-laws, and the Occupational Health and Safety Act.
  • In-depth knowledge of the building trades including building and grounds maintenance and project management.
  • Proven planning, analytical, organization and problem solving skills to establish priorities, co-ordinate activities and work within established budgetary guidelines.
  • Computer literacy utilizing MS Office software applications to prepare reports, documents and correspondence.
