Job Description

POSITION PURPOSEThis position is responsible for recommending and leading Continuous Quality Improvement (CQI) initiatives and data quality improvements for increased efficiency and program effectiveness to improve user satisfaction. Supporting the development of policies and procedures to streamline daily operations and ensure relevant standards are met accordingly.MAJOR RESPONSIBILITIES

  • Leads the research and analysis on pertinent issues and trends for management to make informed program and policy decisions related to program planning.
  • Monitors and evaluates program delivery to meet goals and objectives of the Division/Branch/Department while ensuring that standards are met and follow any relevant legislation/guidelines.
  • Assists the Manager in developing annual business/work plans and in developing service plans and staffing proposals.
  • Oversees and provides guidance to continuous quality improvement and program evaluation activities and their application to continued efficiency finding and program effectiveness.
  • Designs, develops recommends and implements process improvement initiatives and business process redesign in conjunction with department and corporate partners including identifying ineffective or efficient processes.
  • Provides expertise in the design, development and implementation of business intelligence processes and systems including the design and development of performance metrics, and electronic processes and workflows, in support of the departments Continuous Quality Improvement initiatives.
  • Provides input into budget and business plan development, policies and procedures.
  • Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
  • Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
  • Promotes the code of conduct, Regional values and HR policies with all staff of the section.
QUALIFICATIONS
  • Successful completion of a University Degree in Business or Public Administration or approved equivalent combination of education and experience.
  • Certified Lean Six Sigma Greenbelt or higher or Project Management Professional (PMP).
  • Minimum three (3) years progressive experience in business or public administration with responsibility for program planning, facilitation and general business administration including one (1) year of direct supervisory experience.
  • Demonstrated leadership, facilitation, presentation, conceptual, research, and analytical skills.
  • Demonstrated report writing and project management skills to meet program objectives and work to tight deadlines.
  • Demonstrated ability to plan, coordinate, implement and evaluate programs and services in assigned program area, and to develop and implement change management plans.
  • Strong communication, influencing and presentation skills with a strong customer focus.
  • Demonstrated experience and ability to lead or participate in cross-functional teams, foster cooperative and collaborative working relationships and to take multi partner projects to successful completion.
  • Demonstrated knowledge of relevant Standards, Acts and Regulations.
  • Contemporary staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices, and relevant employment legislation.
