Job Description

POSITION PURPOSEThis position is responsible for overseeing contracted services for Regional buildings and properties, tender procurement activities, and financial monitoring. Also responsible for developing and implementing audit processes and procedures to ensure that services meet targets and standards.MAJOR RESPONSIBILITIES

  • Collaborates/works with stakeholders and follows the corporate strategic leadership, planning and direction related to this function.
  • Manages facilities services contracts and agreements, including aspects of the procurement process in consultation with others and ongoing management of vendor performance, issues resolution, contract budget management, and contract renewal requirements.
  • In collaboration with internal stakeholders, provides procurement support for the business unit, prepares solicitation documents for bids and pricing.
  • Coordinates and prepares reports for purchase of goods and services as required under the Procurement Bylaw.
  • Participates in planning and formulation of initiatives for service improvements.
  • Assists the Manager in developing annual business/work plans and in developing service plans and staffing proposals.
  • Provides input into budget and business plan development, policies, and procedures.
  • Investigates and resolves irregularities/discrepancies in delivery, service performance and billings with consultants, contractors, and suppliers.
  • Recommends hiring of outside consultants; prepares terms of reference; monitors expenditures and provides oversight of project and consultants.
  • Uses system to monitor and follow up on customer issues, outstanding work orders, etc.
  • Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
  • Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
  • Promotes the code of conduct, Regional values and HR policies with all staff of the section.
  • Responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing.
  • Liaises, fosters and maintains positive relationships with internal staff and external contacts, government and non-government agencies and the public.
  • Provides input to or prepares reports, briefing notes, presentations, statistics and analysis, for the Manager.
  • Participates on committees, meetings, task forces, work groups and special projects, as directed.
  • Manages information in accordance with legislation and corporate standards.
  • Performs other duties as required to meet Divisional/Branch and Departmental objectives.
QUALIFICATIONS
  • Successful completion of a College Diploma in Facilities Planning, Facilities Management, Business Administration or related field or approved equivalent combination of education and experience
  • Minimum five (5) years’ experience in a facilities services related environment including contract administration, oversight of contracted staff, audit programs, project management and demonstrated minimum two (2) years of direct supervisory experience.
  • Successful completion of a public procurement certification, supply chain management certification or equivalent.
  • Previous experience in coordinating the procurement process for the purchase of goods and services.
  • Comprehensive knowledge of facilities services, security, and property maintenance requirements.
  • Demonstrated knowledge of relevant Standards, Acts and Regulations.
  • Valid Ontario Class “G” driver’s license free of serious offences under the Highway Traffic Act.
  • Demonstrated ability in the Region’s leadership and corporate core competencies.
