  • Post-secondary degree in Business and/or Public Administration, Commerce, Economics, Planning or a related professional field.
Knowledge
  • 10 years’ experience in planning, economic development, investment/banking and/or government/business relations.
  • Proven ability in the following:
    • Establishing and maintaining relationships with individuals and stakeholder groups.
    • Public policy analysis and development
  • Proven success for development approvals with diverse and challenging projects is preferred.
  • Knowledge and understanding of:
    • Legislative processes at all levels of government related to Planning and Development.
    • Municipal planning; functions, priorities and key stakeholder groups.
    • Development and investment industry; trends, objectives and risks.
    • Pro-formas; preparation and analysis.
  • Highly developed research, writing and analytical skills.
  • Proven ability to understand and interpret legislative provisions.
  • Full member of the Canadian Institute of Planners and Registered Professional Planner in Ontario is preferred.
  • Certification as a Registered Professional Planner or equivalent is preferred.
  • Knowledge of the not-for-profit housing sector is an asset.
  • Other relevant professional designation (investment banking, business commerce, economic development) is preferred.
ResponsibilitiesPolicy, Engagement, and Advocacy. Contribute to and execute the Regions policy, engagement and advocacy strategies and programs for the development and investment industry and the not-for profit sector to drive more growth and affordable housing, aimed at governments (provincial & municipal), other municipal and regional partners and key residential development and investment industry stakeholders. (40% of time)
  • Provide counsel to the CAO and Commissioners with regard to development and investment related: trends, new or changing legislation and highly complex and sensitive issues, including recommended actions and solutions.
  • Advise senior leadership and make recommendations, which contribute to and shape significant policies, procedures and programs that support development growth and more affordable housing.
  • Serve as an expert resource for development information by reviewing legislation and providing recommendations to effected program areas.
  • Develop, coordinate and implement development related policies, procedures and programs.
  • Manage planning process for the redevelopment of Regional lands for affordable housing opportunities, including considerations of needs assessment, economic development, surrounding uses, and proximity to infrastructure.
  • Prepare budget proforma for projects; make recommendations to senior management and committees on properties to develop and/or purchase
  • Effectively manage the advancement of sites for redevelopment or disposition for the purposes of affordable housing or other Regional objectives.
  • Manage contracts with consultants for technical work and studies on lands.
  • Design, develop and implement business strategies, initiatives and industry stakeholder engagement plans; including leading interactive and consultative processes with appropriate stakeholders to promote, build awareness and gain support for corporate growth and development policy, goals and objectives.
  • Work collaboratively with internal and external partners to identify opportunities for developing strategic advocacy campaigns and innovative engagement strategies geared towards regionally significant growth and development areas.
  • Participate on committees, working groups, and other related forums to address development industry priorities and issues.
  • Ensure high-risk matters are immediately escalated to senior management, the Commissioner and/or CAO.
  • Communicate and foster an understanding of development and investment industry, intergovernmental and inter-municipal issues and trends affecting development.
  • Manage very complex or multiple complex projects with various unknown solutions to issues/problems, on time, on budget and to specifications.
  • Assist with expediting major investments by finding innovative solutions on residential development projects critical to the Region’s growth and development goals.
  • Review and assess all development related new/changes in Provincial and Federal legislation and funding opportunities that may have impact or benefit on the Region and local municipalities.
Relationship Support & Development (25% of time)
  • Act as an external liaison with the development and investment industry, and not-for-profit sector identifying trends, opportunities, risks, and potential solutions.
  • Develop and manage critical external relationships to support core objectives of the corporate, departmental and division strategic business plans.
  • Pro-actively build and maintain positive relationships with key stakeholders and develop options for implementing innovative strategies.
  • Maintain a comprehensive list of government officials, development and investment industry leaders, and community influencers for networking, event and engagement purposes.
  • Develop and continually enhance an active and broad network of contacts and resources both within and outside the Region, at all levels of government, community agencies and residential development and investment industry.
  • Conduct and/or facilitate professional meetings where information is shared with government, development and investment industry, investors, business and community partners concerning the Regions strategic growth area advocacy and policy priorities.
  • Drive and promote collaboration with internal and external stakeholders for mutually beneficial solutions, contributing to greater growth and development.
  • Foster coalitions for growth and development initiatives including affordable housing.
  • Cultivate positive partnership and collaboration with Niagara Home Builder Association (NHBA) and other residential builder/developer groups.
  • Active engagement with the NHBA and programing, to provide updates of Niagara Region activities, policies and plans impacting the development and investment industry as well as garnering NHBA support for key policies and issues.
  • Work collaboratively with local and Regional Economic Development groups.
Research & Analysis (25% of time)
  • Provide policy research and advice to senior management on matters affecting good planning, development, affordable housing, and the needs of the development and investment community.
  • Monitor, investigate, and analyze anticipated timelines for external residential developer and investor short and mid-term business plans and pressures to support growth.
  • Provide expert and authoritative advice to senior management and key development and investment industry stakeholders on the policy and strategic implications of planning and development related initiatives. Recommend innovative policy/program options and solutions to highly complex and sensitive issues.
  • Provide policy advice and recommendations, in support of both the short and long range departmental goals and objectives and strategic priorities.
  • Monitor and advise on the development and investment industry trends throughout the Greater Golden Horseshoe.
Reporting (10% of time)
  • Prepare reports and background on external developer and investor short and mid-term business plans with anticipated timing, as well as issues and roadblocks to achieving more growth.
  • Prepares and presents detailed, comprehensive reports and submissions on development policy issues and options.
  • Prepare briefing and background/research materials on complex development initiatives, issues and projects.
  • Prepare reports on complex planning-related intergovernmental initiatives, issues and projects.
  • Write and create intelligence reports, briefing documents and recommendations. Deliver, through development of clear and concise written reports and/or presentations.
  • Maintain high standards of reporting accuracy and thoroughness, as it will be relied upon by senior management to make critical decision.
  • Create and maintain an intelligence inventory, to facilitate knowledge sharing across the department.
  • Develop ad hoc reports in line with business and government needs.
