Job Description

Applications are invited for the position of Employment Consultant in the Community Employment Services department, located at the St. Catharines office. The salary range is $36.19 /hr to $41.94 /hr (Pay Band I) for a 35 hour work week. Additional hours may be required as necessary.Reporting to the Manager, Community Employment Programs, the successful candidate provides job placement and job retention services for Employment Ontario programs. The incumbent meets with clients to determine program eligibility, employment goals, job vacancies, and matching skills of clients with the needs of the employer. In collaboration with the employer and the client, a skills training plan is developed, with possible financial incentives to assist in the hiring and training of clients who are facing barriers in obtaining employment.Responsibilities include, but are not limited to:

  • Meets individually with unemployed clients to determine skills, strengths, needs and barriers which may be preventing client from obtaining suitable and sustainable employment
  • Provides support to clients in the following areas: job search skills, interview preparedness, resume development, exploring training opportunities, applying to government programs providing financial supports, labour market information; referral to community agencies to assist in addressing life barriers to employment
  • Develops an individual Employment Action Plan, focusing on client’s employment goal, which may include skills development and work placements; monitoring client’s progression throughout, providing support as necessary
  • Establishes positive relationships with community employers; identifies job opportunities; refers suitable clients, matching skills as requested by employer
  • Determines if financial incentives are required for employer to successfully provide on the job training and transition client to sustainable employment
  • Manages a client and employer caseload, monitoring and following up at regular intervals as per funder guidelines
  • Liaises with project partners and related academic area to ensure program participants and employers are supported.
  • Accurately completes all necessary documentation and electronic files. Enters information into funder database.
Qualifications:
  • Three (3) year diploma/degree in Business, Social Science, Humanities, Applied Health, Mathematics or Science or similar field of study
  • Minimum three (3) years experience in employment advisement or career development guidance to a diverse client group
  • Demonstrated experience working with unemployed individuals; job development or recruitment; working with at-risk youth in employment, training or educational environment
  • Ability to contact employers randomly and ‘cold call’ as required
  • Excellent customer service, communication, interpersonal and organizational skills
  • Knowledge of community services, labour market, occupational requirements and job search resources
  • Sound knowledge of government legislation related to the workplace (i.e., WSIB, Employment Standards)
  • Strong problem-solving skills and ability to reach a resolution in difficult situations
  • Experience in client relations including caseload management
  • Previous experience with Employment Ontario programs an asset
  • Must have valid driver’s license and daily access to vehicle
This position is open to Internal employees. Internal employees are those classified as full-time permanent within the Full-Time Support Staff bargaining unit, regular part-time (RPT) employees who have completed probation, and Appendix D employees with six consecutive months of Appendix D service with the College at the time of posting.This is an extended post of requisition 2022-170-JKC.
