An international destination with easy access to its binational U.S. neighbour New York State, Niagara attracts over 14 million visitors annually, as well as a steady stream of new residents and businesses.Please note that the Niagara Region requires that all newly hired employees are to be fully vaccinated against COVID-19 as a condition of being hired and provide proof of full vaccination, or provide proof of a bona fide medical or Human Rights Code exemption on a form issued from and approved by Niagara Region.Job DescriptionJOB SUMMARYAssist the Facilities Maintenance Supervisor, Project Managers, Operations team, Clients and liaison with contractors, consultants, and inspectors to ensure that duties for a full range of maintenance repairs, inspections, testing, calibrations and certifications on facilities and systems equipment, buildings, related grounds and equipment are carried out within the CE&FM portfolio. Assist to coordinate and document internal staff and external contractor staff day to day work assignments, seek quotations and make arrangements for site of systems access to ensure an active repair and preventive maintenance program including related filing, legislative record compliance and entering of data in to systems and databases. Ensure that all work is carried out in compliance with applicable Acts, Regulations and policies. Responsible for maintaining a parts inventory including ordering and researching cost effective alternatives. Assist with the training of staff and provide input for budget management, facilities upgrades etc. as required. Install, maintain, troubleshoot and repair equipment, systems, facilities, grounds and applicable systems within the Construction Energy & Facilities Management, Facilities portfolio. Operate Regional vehicles and aerial devices according to Highway Traffic Act, Public Commercial Vehicle Act, Working at Heights and all other applicable legislation and Regional guidelines.QUALIFICATIONSEDUCATION

  • Completion of Grade 12 plus trade schooling as required for the completion of a Certificate of Qualification.
  • Completion of an Apprenticeship Program from a recognized College or Trade school/Association in a related field Millwright 433A, Electrician, Plumber, HVAC, Gas Technician Level 2 and maintain valid trade certifications as required by College of Skilled Trades or equivalent
  • Trade certifications in Facilities Maintenance related fields will be considered
  • Building Environmental Systems (BES) Certificate Level 1 or Level 3 Facilities Technician is considered an asset
  • The following training courses, licenses and certifications are required or must be completed within the first year (and maintained where applicable);
    • Bio hazardous Spill Response training;
    • Workplace Hazardous Materials Information Systems (WHMIS) training;
    • Certification in Cardiopulmonary Resuscitation (CPR) and First Aid;
    • Forklift Operating training;
    • Lockout/tag out training; and
    • Working at heights training.
KNOWLEDGE/EXPERIENCE
  • Minimum 5 years working experience as journeyman level in related trade field.
  • Minimum of 4 years’ experience working in a facilities maintenance role is required following the work experience gained through the trade certification program.
  • Minimum of 1 year experience in leading, coordination and or delegating work in a maintenance field is required
  • Minimum 2 years’ Experience with inspection, troubleshooting and minor maintenance of HVAC and boiler systems (gas fired) is required
  • Working knowledge of Ontario building code, Ontario Fire Code, and C282-15 - Emergency Electrical Power Supply for Buildings.
  • 1 year Experience with inspection, troubleshooting and minor maintenance of gas fired and diesel engine generators is required
  • 1 year Experience with inspection, troubleshooting, calibrations and minor maintenance of monitoring equipment and instrumentation and other electrical devices is required
  • 1 year Experience with inspection, troubleshooting and minor plumbing repairs is preferred.
  • Additional specialized training and education in Microsoft Windows and Office, Maintenance Management Systems, Building Automation Systems and Controls systems.
SKILLS
  • Must be able to work without direct supervision.
  • Must be willing and able to train staff or others.
  • Must be competent in operating tools and equipment related to Facilities Maintenance operations.
  • Must be able to work at elevated heights in various weather conditions.
  • Must be able to communicate effectively verbally or in writing with service contractors, trades people, staff and clients.
  • Ability to work effectively as part of a team, communicate and cooperate with others
  • Ability to respond to emergencies and follow established procedures
  • Demonstrated knowledge of proper health and safety practices
  • Proven ability to recognize issues, analyze data, troubleshoot and solve problems
  • Must possess excellent organizational and time management skills.
  • Must possess the ability to coordinate operational activities with contractor requirements.
  • Must possess the ability to coordinate maintenance activities affecting facility operations.
SPECIAL CONDITIONS
  • Must be willing and able to perform emergency maintenance on a callout or scheduled stand-by basis
  • Must be willing and able to take additional training as required.
  • Demonstrated Leadership and organizational skills
  • Must be willing and able to participate in various shift assignments.
  • Must ensure all purchases and expenses are completed in accordance with Niagara Region Purchasing By-laws
  • Frequent travel required within Niagara Region is required to perform maintenance
  • Must possess and maintain a valid certificate for WHMIS, First Aid and CPR, Working at Heights, Aerial Work platform and Confined Space Entry
  • Must possess and maintain a valid, restriction-free class “G” driver’s license to carry out the duties of the job.
  • In accordance with the Niagara Region Corporate Criminal Record Check Policy, and the Niagara Regional Police Services Enhanced Records Check Policy, the position requires the incumbent to undergo an enhanced Criminal Records Check with NRPS, submit a Canadian Police Clearance Certificate and maintain both in good standing.
  • Must complete Criminal Records check declaration form on an annual basis
