Collects and synthesizes information, prepares research, analysis, reports and recommendations regarding efficient fleet management practices. Provides data and analytics supporting the annual Capital and Operating budget processes.Education

  • Post-secondary diploma or degree in business administration or a related discipline.
  • An equivalent combination of education, experience and qualifications may be considered.
Knowledge
  • 3-5 years of progressive experience in a business environment; experience in a fleet management or fleet operations is preferred.
  • Experience in operations research, methods analysis, statistical analysis, and/or productivity work measurement.
  • Experience in identifying and suggesting changes to support new and/or modified processes, which contribute to improved productivity and departmental/ divisional performance.
  • Advanced knowledge, experience and skills in Microsoft Office Suite programs (Word, Excel and Outlook).
  • Working knowledge of and competency in fleet’s Computerized Maintenance Management System (CMMS) (e.g. AssetWorks), inventory management systems (e.g. AssetWorks & Cityworks), fuel management systems (e.g. Coencorp) and various diagnostic systems is an asset.
  • Working knowledge and experience with Automated Vehicle Location (AVL) applications is an asset.
ResponsibilitiesFulfills monthly, quarterly, annual and ad hoc reports for fleet operations (50% of time).
  • Maintain databases, ensuring business information continuity and generate reports.
  • Prepare analysis of vehicle and equipment repair and maintenance costs.
  • Analyze fleet operating costs, utilization and rental revenues.
  • Ensure production of accurate and timely management reports, liaising with other Regional staff to gather and verify information.
  • Coordinate the preparation of fuel and inventory reports.
  • Synthesize, analyze and prepare reports on fleet related trends.
  • Assist in developing performance measures related to operating equipment and vehicles.
  • Gather data to track & monitor program success and/or achievement of KPIs; identifies and analyzes variances to plan; prepare charts and graphs for use in reports.
  • Provide timely fleet data/information to support decision-making.
  • Perform a regular audit review on the AVL and prepares activity reports for management. Analyzes reports and identify inefficiencies and recommends improvements.
  • Provide support to complete internal reporting and forecasting.
  • Prepare annual summary of fleet count and replacement value for corporate risk management.
Reviews operational processes to identify and implement process improvements (30% of time).
  • Apply best practices and methodologies that will drive process improvements related to efficiency and quality.
  • Research issues and develop recommendations for improvements to operational processes.
  • Identify and implement process improvements/enhancements to ensure data integrity and accuracy.
  • Assist in the identification and implementation of strategies to improve capital forecasts and operational budgets.
  • Maintain and update procedure documentation for reporting.
  • Supports business cases for improvement initiatives, supported by cost/benefit analysis, and research solutions in support of sustainable, efficient business practices.
  • Compile and analyze fleet data, benchmarking, best practices and provide trending and statistical analysis of related data for external benchmarks.
  • Research methodologies to address Regional policy and/or legislative changes (e.g. greening of Regional fleet).
  • Research industry changes/advancements (e.g. fuel/emission efficient technologies).
Information & general support (10% of time)
  • Assists with vehicle and equipment rental rates by: 1) calculating the weekly rental rates for fleet vehicles and equipment, 2) preparing rental rate schedules for review and approval, and 3) monitoring and reporting rental rate inconsistencies.
  • Maintain information housed in the fleet CMMS and the automated fuel dispensing system.
  • Administer the Fleet AVL/GPS systems and provide support to Regional staff in effective use and reporting.
  • Create and retire vehicles and equipment from the CMMS.
  • Monitor and train staff on database and procedural updates and changes.
  • Prepare training documentation, user guides and provides assistance with entering information into the database.
  • Assist in the preparation of vehicle and equipment specifications (e.g. sourcing performance and cost data).
  • Prepare surplus assets list and verify that disposal proceeds are credited to fleet accounts.
Assists in the preparation of annual budgets, provides qualitative & quantitative feedback to support annual estimates and forecasts. (10% of time)
  • Manage the data related to capital planning and reporting and ensures department processes related to data, planning, and reporting are adhered to with rigor.
  • Assist with preparation of the annual fleet capital budget and long-range capital planning.
Perform other related duties and responsibilities as assigned or required.Special Requirements
  • Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
