An international destination with easy access to its binational U.S. neighbour New York State, Niagara attracts over 14 million visitors annually, as well as a steady stream of new residents and businesses.Please note that the Niagara Region requires that all newly hired employees are to be fully vaccinated against COVID-19 as a condition of being hired and provide proof of full vaccination, or provide proof of a bona fide medical or Human Rights Code exemption on a form issued from and approved by Niagara Region.Job DescriptionJob SummaryReporting to the Associate Director, Clinical Support Services, the Long Term Care Quality and Compliance Specialist is responsible and accountable for ensuring quality and compliance with the Ministry directions across the Long Term Care (LTC) homes.Education

  • Post-Secondary degree in Nursing, Dietary, Physiotherapy, Social Work, Occupational Therapy or Speech Language Pathology.
  • Must hold a current certificate of registration in good standing in one of the following; Nursing, Dietitian, Physiotherapist, Social Worker, Occupational Therapist or Speech Language Pathologist with no restrictions on practice in the Province of Ontario.
  • Adult Learning Certificate preferred
Knowledge
  • At least 3 years of current related experience in a Long Term Care Home.
  • At least 3 years of current related experience in Leadership and/or Long-Term Compliance Inspection.
  • Expert knowledge of the Fixing Long Term Care Act, 2021 and Regulations 246/22.
  • Demonstrated oral and written communication skills.
  • Excellent analytical and organizational skills.
  • Knowledge of computer software applications, including word processing and spreadsheets, preferably Microsoft Office applications.
  • Knowledge of electronic documentation software.
  • Knowledge of the Ministry of Health and Long Term Care Homes Act and Regulations; Occupational Health and Safety Act; and the Accreditation Process
  • Proficiency in developing systems to audit electronic medical records and the clinical care indicators contained within.
ResponsibilitiesInvestigate, assess and analyze compliance of Niagara Region’s eight (8) long-term care homes to the Fixing Long-Term Care Act of 2021 and Reg. 246/22 and Niagara Region policies and programs (40% of time).
  • Manage, coordinate and implement the infection control program for the LTC Home.
  • Assess and evaluate programs and services in LTC Homes through a supportive approach that prioritizes quality outcomes and capacity building, leveraging education and “teachable moments.”
  • Support resident safety incident processes and practices in the form of chart audits; interviews with staff, residents and families; and participation in root cause analyses; analysis of resident-related risk and safety trends; and collaborating in the development and implementation of action plans.
  • Examine information and evaluate evidence from a variety of sources, including clinical files, policies and procedures, financial and administrative information, survey data, and observations of the physical environment.
  • Support the LTC homes to establish an action plan to address identified gaps.
  • Collaborate with LTC homes to develop and execute a post inspection plan, including managing relevant documents and information.
  • Provide technical support in the management of high-risk critical incidents.
  • Verify all compliance with applicable legislation, regulations, policies and directives through observation, sampling and other testing methodologies to support the non-compliance.
  • Analysis of Critical Incident submissions, present trend analysis and gap identification to homes.
Communicate inspection reports, provide technical expertise and direction to support enhanced outcomes, capacity building and consistent compliance with the legislation (30% of time):
  • Write inspection report and communicate the results of inspections to stakeholders including the LTC leadership team.
  • Support LTC Homes in clear and consistent interpretation of legislation and regulations.
  • Provide technical expertise in developing action plans in collaboration with the LTC leadership to rectify gaps in compliance.
  • Act as technical resource in the implementation of Fixing Long-Term Care Act.
  • Provide expert technical knowledge and coaching in resident care, with a particular focus on the risk to the quality of care of the residents in LTC Home settings.
Recommendations based on assessment and investigation and facilitating action plan implementation in areas of non-compliance (30% of time).
  • Exercise sound judgement, political acuity and discretion in conducting inspections and decisions for compliance.
  • Collaborate with long-term care home leadership team to develop and implement compliance action plan.
  • Participates in LTC Home post- compliance inspection debrief calls to collaborate with MLTC Inspector.
  • Develop inspection tools, review results from inspection tool, review policies and collaborates with Manager of Clinical practice in the development and reviews of policies.
  • Evaluates learning opportunities to facilitate during Mandatory Training.

  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate for the vulnerable sector.
  • This position requires the incumbent to undergo and pass a Tuberculosis screen as required by the corporation.
  • This position must maintain the ability to travel in a timely manner to other offices, work locations, or sites as authorized by the Corporation for business travel.
