An international destination with easy access to its binational U.S. neighbour New York State, Niagara attracts over 14 million visitors annually, as well as a steady stream of new residents and businesses.Please note that the Niagara Region requires that all newly hired employees are to be fully vaccinated against COVID-19 as a condition of being hired and provide proof of full vaccination, or provide proof of a bona fide medical or Human Rights Code exemption on a form issued from and approved by Niagara Region.Job DescriptionJob SummarySalary Pending ReviewReporting to the Associate Director Budget Planning & Strategy, the Manager Revenue Planning and Strategy is responsible for ensuring all major revenue streams available to the Niagara Region are managed to ensure maximum revenue while ensuring legislative compliance, fairness, equitability and sustainability for all Niagara property owners.Education

  • Post-secondary degree in accounting or finance.
  • An equivalent combination of education, experience and qualifications may be considered.
Knowledge
  • Minimum 7 years of progressive financial management experience in accounting, financial reporting, budgeting, financial systems and procurement.
  • Experience with Public Sector Accounting (PSA) and not-for-profit accounting standards is preferred.
  • Experience engaging with Committees, Council, or a Board is required.
  • Previous experience working as part of a management team is preferred.
  • Professional accounting designation (CPA).
  • Knowledge of external regulations, such as the Municipal Act, Development Charges Act, Assessment Act, ARB rules and procedures, the CICA/PSAB Handbook, and all other regulations impacting the accounting and reporting of municipalities.
  • Knowledge of relevant assessment management techniques and MPAC/OPTA software.
  • Completion of the municipal accounting and finance program is preferred.
  • Completion of the Canadian Securities course is preferred.
ResponsibilitiesManages the Development Charges execution of DC strategy, administration, By-law updates and delivery of related incentive programs as well as develops and maintains strong customer relationships, both with the Regional and LAM staff as well as with industry and business associations. Ensures DC processes are compliant with the Development Charges Act. (40% of time)
  • Leads the Development Charges administrative processes ensuring DC revenue collection, reconciliation and management of prepayment and deferral agreements
  • Ensures Development Charges By-law complaint process is executed in accordance with legislation which including, responding to applicants, and presenting material at Regional Council Tribunal meetings to support staff recommendations.
  • Ensures development charge related incentive programs are executed in accordance with policy and liaises and consults with other Regional departments and LAMs on various DC programs as required.
  • Provides educational training to Regional and LAM staff on Regional Development Charge Bylaw and associated DC incentive programs.
  • Manages complex development charge prepayment or deferral agreements and related negotiations with developers.
  • Manages the coordination of: the DC funding in the annual capital budgets and forecasts ensuring alignment with the DC Background Study; annual legislative reporting of the DC Treasurers report; maintaining and updating the DC reserve balances and cash flow forecasting
  • Oversees the DC by-law update every 5 years (or as required) which includes: engaging third-party consultants on the Development Charges Background study; coordinating stakeholder input of Master Service Plans into the Development Charges Background study; leading stakeholder engagement sessions; preparing Development Charge reports and by-law for Council approval; and communicating requirements with supporting documentation.
Management of the Niagara Region’s investment program. (20% of time)
  • Supervises the research and development of the investment policy.
  • Ensures short and long-term cash flow forecasts are accurate to ensure liquidity is maintained.
  • Monitors investment portfolio managers ensuring maximum investment return while minimizing investment risk according to approved policy.
  • Manages the reporting of information disclosing investment results for the quarterly financial update report
  • Manages investments in accordance with Municipal Act requirements and Niagara Region policies.
Manages people resource planning for the division or operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (20% of time)
  • Enables results with the organization’s human capital strategy to foster employee engagement.
  • Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities
  • Ensures alignment and coordination of activity and quality of output between teams under their direction
  • Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
  • Ensures staff has the information and resources to make successful plans and decisions.
  • Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department
  • Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
  • Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures;
Manages the general tax levy, special tax levy and rate revenue policies to align with strategy, ensuring fiscal integrity of and legislative compliance. (10% of time)
  • Develops Property Tax Policy, working with third party consultants when appropriate.
  • Responsible to stay current on legislation and emerging issues, acts as subject matter expert for the Niagara Region supporting departments on tax and assessment issues
  • Oversees research and recommends best practice tax policy within the Region.
  • Ensures accuracy of the calculation of property tax rates subsequent to establishing property tax policy and obtaining Municipal Property Assessment Corporation (MPAC) assessment.
  • Ensures Tax policy report communicates strategy of policy recommendations.
  • Ensures the annual rate setting exercise for the water/wastewater and waste management services, including the preparation of the Annual Rate Budget and Rate Setting reports in accordance with approved methodologies.
  • Researches and recommends new methodologies for consideration to senior leadership
  • Establishes budget strategy for assessment growth each year.
Develops, manages, and administers annual and multi-year Capital and Operating budgets for the operating unit ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. Ensure goods and services are acquired in accordance with the procurement policy. Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures. (10% of time)Perform other related duties and responsibilities as assigned or required.Special Requirements
