An international destination with easy access to its binational U.S. neighbour New York State, Niagara attracts over 14 million visitors annually, as well as a steady stream of new residents and businesses.Please note that the Niagara Region requires that all newly hired employees are to be fully vaccinated against COVID-19 as a condition of being hired and provide proof of full vaccination, or provide proof of a bona fide medical or Human Rights Code exemption on a form issued from and approved by Niagara Region.Job DescriptionJob SummaryReporting to the Associate Director Organizational and Foundational Standards, the Manager Surveillance and Evaluation is responsible for the effective and efficient planning, implementation and evaluation of a variety of programs, including community surveillance, epidemiology, departmental performance indicators, and the ethics review board.Education

  • Master’s Degree in Science or equivalent Degree in Epidemiology (quantitative).
Knowledge
  • At least 2 years’ experience in public health and familiarity with the Ontario Public Health Standards.
  • At least 2 years’ experience as a primary and independent investigator in original health research.
  • Previous supervisory experience in a public health setting is preferred.
  • Knowledge of quantitative Epidemiology, including descriptive analyses, power and sample size calculations, regression analyses, epidemiologic study methodology, outbreak and cluster investigation, experience with Geographic Information Systems (GIS) software and systems, experience with one or more of SAS, SPSS, Stata statistical packages.
  • Membership in the Association of Public Health Epidemiologists in Ontario (APHEO) is preferred.
ResponsibilitiesPlans, implements and evaluates community surveillance and epidemiology programs, departmental performance indicators, and the ethics review board activities, providing methodologic and epidemiologic expertise across the region.
  • Provides support to Surveillance, Health Assessment, Research & Evaluation (SHARE) Unit research, evaluation and epidemiologic studies as required by the Ontario Public Health Standards and departmental priorities.
  • Evaluates the effectiveness, acceptability, availability and cost-efficiency of programs in Niagara Region Public Health in collaboration with key internal partners.
  • Provides strategic direction related to trends in health status and related risk behaviours, incorporating this knowledge into divisional program response (i.e. evidence-based decision-making) and into the development of strategic plans and annual operational business plans as they relate to the Ontario Public Health Standards Foundational Standard for the department.
  • Receives, assesses and consults with Director OFS and Associate Medical Officer of Health regarding internal and external requests for surveillance, health assessment, research, and evaluation, prioritizing projects and crafting work plans based on needs.
  • Develops valid useful criteria for defining and prioritizing health needs and public health programs.
  • Supports internal and external needs, knowledge translation, and opportunities regarding surveillance, health assessment, research, evaluation, departmental performance on identified indicators, and continuous quality improvement.
  • Develops, coordinates, and monitors divisional process for performance measurement, including collection and monitoring Accountability Agreement indicators, and Public Health performance indicators.
  • Writes reports and prepares information documents for the Medical Officer of Health as necessary.
  • Oversees data-sharing agreements with external research bodies, such as post-secondary educational institutions, and serves as data custodian when such designations are required by data sharing agreements on behalf of the Medical Officer of Health as Health Information Custodian with respect to data sharing agreements.
Manages people resource planning for the operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results.
  • Enables results with the organization’s human capital strategy to foster employee engagement.
  • Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities
  • Ensures alignment and coordination of activity and quality of output between teams under their direction
  • Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
  • Ensures staff has the information and resources to make successful plans and decisions.
  • Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department
  • Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
  • Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures.
  • Develops, manages, and administers annual and multi-year Capital and Operating budgets for the operating unit ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies.
  • Ensure goods and services are acquired in accordance with the procurement policy.
  • Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures
Accesses, analyzes, and monitors data on the health status of residents of Niagara Region using appropriate epidemiologic techniques and reports key findings.
  • Plans and organizes new methods for obtaining additional health data and for improving the reliability and validity of health data already being collected by the Department - e.g. community surveys.
  • Utilizes appropriate computer programs for the statistical analysis of data, ensuring integrity and security of the data, and coordinating the management of data and IT security issues.
  • Plans, organizes and maintains a health monitoring database for the early recognition of any suspicious clustering of events, the analysis of community health patterns to facilitate resources allocation, and the study of hypotheses on the health of the community.
  • Maintains the integrity and security of sensitive and confidential data, including personal health information.
Provides strategic advice and consultation regarding epidemiology, GIS, surveillance, health assessment, research, and evaluation in relation to service priorities/directions.
  • Provides consultative services to Board of Health and Niagara Region in the areas of epidemiology, bio-statistics and research design.
  • Provides consultation and knowledge translation for Public Health, health professionals, community health agencies/groups and others concerning the epidemiologic issues related to communicable and non-communicable diseases
Develops and manages relationships with internal and external stakeholders, department and community committee members.
  • Facilitates relationships with research groups and various levels of government for the purposes of writing grant proposals and pursuing funds.
  • Functions as the technical liaison with corporate and external regional research bodies with whom Public Health has working relationships.
  • Chairs the Niagara Region Public Health Research and Ethics Committee (REC) and assures appropriate dispensation of research proposal reviewed by the REC.
