An international destination with easy access to its binational U.S. neighbour New York State, Niagara attracts over 14 million visitors annually, as well as a steady stream of new residents and businesses.Please note that the Niagara Region requires that all newly hired employees are to be fully vaccinated against COVID-19 as a condition of being hired and provide proof of full vaccination, or provide proof of a bona fide medical or Human Rights Code exemption on a form issued from and approved by Niagara Region.Job DescriptionJob SummaryReporting to the Manager Facilities Management, the Supervisor Facilities Maintenance is responsible for assisting with the day-to-day in-house and contract maintenance services within regional buildings and properties to approved levels of service.Education

  • Successful completion of Grade 12 and
  • Successful completion of a Community College Program in Heating, Refrigeration and Air Conditioning or Building Environmental Systems
  • Equivalent level of education will be considered
Knowledge
  • Minimum of 5 years’ experience in operation maintenance and construction of buildings and facilities with most recent 5 years in a supervisory capacity
  • Provincial certification in a skilled trade
  • Working knowledge of the Ontario Building and Fire Codes and Occupational Health and Safety Legislation.
  • Electrical, Mechanical or HVAC trade certification is preferred.
ResponsibilitiesAssists with the day-to-day in-house and contract maintenance services within regional buildings and properties (35% of time).
  • Co-ordinates the installation, replacement, updating and maintenance of Regional H.V.A.C. equipment, providing technical advice and guidance.
  • Responds and supervises emergency repairs by directing crews and contractual workers.
  • Provides guidance and direction to contracted services (e.g. snow removal, janitorial etc.).
  • Arranges and conducts electrical, mechanical and civil building and safety code inspections during construction, repairs etc. with appropriate inspectors.
  • Maintains operational records and data in accordance with the building management and maintenance system.
  • Provides technical support to Facility Operations section.
  • Responds to customer complaint action program associated with maintenance and quality control standards.
Maintains and monitors performance standards, methods & procedures for the operation, maintenance, and quality of the regional facilities within the sections responsibility (20% of time).
  • Ensures section compliance with the provisions of the Occupational Health and Safety Act, Technical Standards and Safety Authority and all related Codes and Acts.
  • Inspects repairs to ensure compliance with safety standards.
Supervises staff, coordinating and planning work, providing work direction, assigning tasks and projects, determining methods and procedures to be used, monitoring quality of work, resolving problems and ensuring assigned results are achieved (35% of time).
  • Enables results with the organization’s human capital strategy to foster employee engagement.
  • In conjunction with the Manager provides training and development, coaching and discipline when necessary, and manages staff recruitment.
  • Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
  • Ensures staff has the information and resources to make successful plans and decisions.
  • Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department
  • Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.
  • Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures;
Support the planning of daily, weekly, monthly and yearly maintenance duties and activities (5% of time)
  • Provides guidance in the preparation and monitoring of the budget for the facility operations section
  • Recommends projects for inclusion in the five-year facilities renewal program.
Manages and administers annual and multi-year Capital and Operating budgets for which they are delegated authority ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. Administer and approve the acquisition of goods and services for their direct reports in accordance with the procurement policySpecial Requirements
  • Must possess and maintain a valid and unrestricted class G license for the class of the vehicle operated
  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
  • May be required to support emergency operations under the incident management structure, at the direction of the Emergency Operations Centre Director
