Job Description

Department InformationThe Department of Education, Culture and Employment (ECE) provides the residents of the Northwest Territories with access to quality programs, services and support to assist them in making informed and productive choices for themselves and their families with regard to education, training, careers, employment and labour, child development, languages, culture and heritage.Job InformationThe Regional Manager (Manager), Career Development is accountable for planning, directing, controlling and evaluating the delivery of Career and Employment development, Apprenticeship, Literacy and Labour Market Agreement programs and services, in accordance with the GNWT Acts, regulations and departmental policies, to maximize employment and education opportunities for applicants in the Region and to ensure accountability and results.KNOWLEDGE, SKILLS AND ABILITIESKnowledge of the strategic goals and direction of the GNWT, the department, Education, Culture and Employment, Aurora College, Indigenous Governments and organizations and Non-government organizations to provide context and direction for staff delivery of programs and services;Knowledge of NWT labour market, employment and training trends to ensure programs and services target client needs;Knowledge of career development, human resource development and adult learning theory and practices to ensure programs and services are appropriate for the client base;Proven, effective communication skills, interpersonal skills, organizational skills, people management skills, time management skills, and analytical skills to deal productively and effectively with staff, customers, and various partners on training and labour market matters;Knowledge of the content and interpretation of the Apprenticeship, Trade and Occupations Certificate Act, Collective Agreement, Excluded Employee Handbook, the Public Service Act, the Human Resource Manual to support staff in making appropriate interpretations;Proven leadership and management skills to effectively manage, coach and supervise staff including the ability to negotiate staff policies, resolve disputes and evaluate worker performance;Working knowledge of generally accepted accounting principles and experience in the applications of accounting theories and principles to ensure compliance with GNWT Financial legislation including the ability to analyze variance reports;Knowledge of general contracting protocols to ensure compliance with the GNWTs Financial Administration Act;Excellent computer skills including experience with spreadsheets and word processing applications (such as Microsoft Excel and Word) to convey financial information, including a facility with computerized financial data bases.Typically, the above qualifications would be attained by:A degree in Education or the Social Sciences, plus three years of experience in the career development field and one year of supervisory experience.GNWT InquiriesInquiries Only:Sahtu HR Client Service CentreDepartment of FinanceGovernment of the Northwest Territories2 MCKENZIE DRIVEBOX 360NORMAN WELLS NT X0E 0V0Tel (867) 587-7150Fax (867) 587-2173jobssahtu@gov.nt.caNote: If you do not receive electronic notification confirming receipt of your application, please follow up via telephone.Quick Apply
