Job Details:Temporary Full Time Non-UnionTPosting StatusOpen to all current Town of Oakville employees and external applicantsDurationIndefiniteThe Town of Oakville’s HR Department is looking for an experienced, self-motivated and solutions-oriented individual to partner with leaders to design and implement organizational effectiveness and leadership development initiatives to help achieve business outcomes in the areas of organizational development, training and development, change management, assessments, employee engagement, competency modelling and team/individual effectiveness. Reporting to the Director of Human Resources, the successful candidate will focus on the people side of change developing strategies and supports to enable and drive organizational effectiveness and change.What can I expect to do in this roleAs the Organizational Development Consultant, you will:Build relationships across the organization to promote organizational development and change management concepts;Act as a key advisor on projects to ensure the people side of change is being addressed, to promote and develop change management strategies and tactics and to integrate multiple related projects to achieve strategic business goals and operational objectives;Manage the ongoing delivery of the Oakville LEADS corporate training program using evidenced based research and corporate objectives and priorities to continuously improve the program and sustain a culture of learning and development. Includes management of a direct report to deliver the program and administer the Learning Management System and associated budget processes;Develop and implement a talent management strategy, including succession planning, competency assessments, leadership assessments and linkages to the Oakville LEADS program;Facilitate a wide range of meetings and conversations to reach clear outcomes and a common understanding;Manage, design and implement the corporate Employee Engagement program;Advance the capabilities of leaders and teams through assessments, coaching, performance interventions or mediations where performance enhancement is required or to improve linkages between performance and goals and objectives;Provide consultative advice to other Human Resources staff.How do I qualifyThe successful candidate can demonstrate expertise in consultation, leadership and implementation to plan, design, develop, execute and evaluate both small and large/corporate-wide initiatives, preferably in a municipal or public sector unionized environment;You’ve held progressively responsible positions including several years facilitating dialogue and resolution of complex issues with a variety of stakeholders, including senior executives;Your OD experience has resulted in outstanding leadership complemented by a highly developed understanding of government and service delivery, thorough working knowledge of relevant employment legislation and industry best practices;You also demonstrate exceptional interpersonal skills and ability to build strong, collaborative relationships to guarantee successful outcomes; have experience in developing, motivating and leading staff; demonstrated ability to deliver and prioritize and handle multiple projects; possess excellent communication (written and verbal) and presentation skills;You have an undergraduate degree in behavioural or social science (organizational behaviour, organizational psychology, human resources).
