  • Provide expert advice on the use of RPAS within Hydro One and coordinate the services provided by external vendors in support of Hydro One operations and asset management.
Job Accountabilities:
  • This position reports to the Director, Helicopter Services with the following duties:
  • Provide oversight to all RPAS operations including all contractor operations and any internal Hydro One operations that may be developed over time.
  • Ensure that all contractor flights are completed in full compliance with Hydro One guidance including HODS, the Canadian Aviation Regulations, (CARs), SFOC, applicable bylaws, the Hydro One RPAS Operations Manual, and all manufacturers publications.
  • Coordinate, lead and participate in required flight and ground training as stated in the operations manual, and send correspondence to Transport Canada.
  • Lead and maintain the professional standards of the RPAS Operators by:
    • developing standard operating procedures;
    • developing or implementing all required approved training programs for RPAS Operators;
    • issuing directives and notices to the operators as required;
    • action and distribute accident, incident, and other occurrence reports;
    • processing/reviewing any reports;
    • identifying prospective operators, participating in the operators selection process;
    • ensuring each operator possesses current mandatory licenses, certificates and ratings;
    • assuming any responsibilities delegated by the Director, Helicopter Services
  • Liaise with Transport Canada, aircraft manufacturers, civilian, police and military air service providers, and maintenance providers relative to aircraft operations and pilot training. Report any quality issues to the Director, Helicopter Operations.
  • Maintain a close working relationship and liaise with regulatory governing bodies in respect of SFOCs and or permits.
  • Process and action any operator reports.
  • Establish an expert level of knowledge by participating in committees, working groups and conferences; presenting, sharing knowledge across a wide network of peers, clients, and relevant stakeholders for the benefit of the organization.
  • Ensure, through a robust auditing process, that the RPAS contractor completes the required log book entries, reports any deficiencies, and enter the required flight data and statistics into the applicable flight reports and/or databases.
  • Ensure that all directives and notices are issued to flight crews.
  • Establish and maintain RPAS Operators File in accordance with associated CAR.
  • Accountable for the daily costs associated with the operation of Hydro One RPAS as well as the annual costs of equipment upgrades, procurements and replacement parts and operator training.
  • Maintain a current information library and ensure that all publications are readily available and updated on a regular basis Monitors media reports, social media feeds positive or negative and court cases for new and emerging trends, or technology as well as case law that may be relevant in the Transport Canada Enforcement realm.
  • Other duties and responsibilities as assigned.
Selection CriteriaEducation:
  • Basic and / or Advanced RPAS operator license and a Restricted Radio Telephone Operators Certificate (Aeronautical).
  • Demonstrated knowledge of the CARS.
  • Private or commercial pilot license.
  • It would be an asset to have successfully completed an aviation ground school and passed the PSTAR examination.
  • This knowledge is considered to be normally acquired though the successful completion of grade 12 and 4 additional years of further concertation study. Post-secondary degree preferred.
Experience:
  • Requires knowledge and experience in the operation of Remotely Piloted Aircraft Systems (RPAS) in the Electrical Utility environment including operational knowledge of both air and ground elements of an RPAS.
  • Extensive knowledge of available and emerging technologies in the field.
  • Knowledge of the Canadian Aviation Regulations and Standards. Knowledge of the Hydro One RPAS Operations Manual, HODS System, and relevant Hydro One Policies, procedures, guidelines and methods
  • Knowledge of aviation subjects including general flight rules, airmanship, weather, airspace and flight planning.
  • Ability to demonstrate knowledge to Transport Canada in the form of a Special Flight Operations Certificate (SFOC) application or Air Operators Certificate application.
  • Knowledge and skill with computer software programs including Pix4D, and the Microsoft Office suite (Word, Excel, Internet Explorer, Outlook) to effectively manage an expanding inventory.
  • It is an asset to have successfully completed an aviation ground school and passed the PSTAR examination or hold a Pilots license issued by Transport Canada.
  • This knowledge would be equivalent to 4-6 years of experience.
